The most common method of acquiring new planets is a lengthy legal process, involving hundreds of criteria being filled, and piles of legal documents to be signed. Filing for a new planet requires navigating the complex labyrinth that is the Planetary Acquisition Management Facility, or PAMF.

The facility has been operating for almost sixteen thousand years and has cemented itself as one of the most important and influential organisations in the Milky Way and neighbouring galaxies.

Some planets and empires avoid this legal process entirely, claiming new planets simply through brute force. This unlawful act is often met with pushback from the facility and other law enforcement agencies, but it doesn't always happen.
