Talgoua
Talgoua is a mythical wanderer of the Algol river, on Norrab. He is said to be a protector of the river, hunting down those littering its waterways. Stories of this person have been told for tens of thousands of years, his figure changing as cultures change and develop.
There is no evidence to support Talgoua as a being exists. Many people attempt to embody this person and what it stands for, threatening people they find littering in the Algol.
Algol
Stretching almost 5,000 miles, the Algol is the longest river on the planet. The Algol's main source begins in the Algol Mountains.
The Algol is a tough region to survive in - despite there being an abundance of water, climates are extreme. Despite this, the Algol is one of the most ecologically rich regions of Norrab. The easy access to water is a rare phenomena, and animals will migrate thousands of miles for a single sip.
Many myths and legends linger around this region, as norrabians have existed around the Algol for hundreds of thousands of years. Talgoua is one of the oldest stories, originally trying to get people to stop dumping fecal waste in the river.
Talgoua's Abilities

Talgoua boasts a range of supernatural abilities. His most well known feat is the ability to walk on water. Those that litter will look up to see him standing on the opposite side of the river. One blink and Talgoua teleports just a few inches in front of them.
He also has hydromagical abilities, supposedly capable of reversing the Algol's flow, pushing water upstream. Talgoua can also conjure visions and hallucinations, causing litterers to lose their minds.
