One law is that Foundlings are supposed to be turned over to a Crown-controlled ophanage where, when old, they end up working in a factory or a field.
Another important law (cropped up after countries closed borders), is that fines have been put in place for those trying to leave their home country. Anyone found entering a different country is jailed and exported.
Agriculture & Industry
The Commonwealth is a mix of both agriculture and industrial. At the height of its power, it leaned more toward being an industrial state.
The centuries and level of technology dictate the focus for the Commonwealth. With the level of technology cyclng back a bit in recent history and the closing of borders is why agriculture has made more of resurgance and industry has been set back.
