Stoneport

The City of Stoneport is a walled city which sits on the Wyvern Sea. It is the dominant manufacturing and forging city in the realm, even more so than Penthos. More raw materials flow in and out of Stoneport than any other city. The city is mostly focused on trade and shipping of raw materials throughout Tanaheim. It is easily the second most wealthy city outside of Penthos. It tends to stay neutral in most conflicts preferring to provide arms and supplies to whomever is fighting.
The city is divided into Hornes which is what they call their separate districts. Most people live in the outermost structures and the government and wealthy business folk live in the interior closer to the docks.

Demographics

Primarily human and dwarven but contains all races.  In the second age the city of Stoneport was a dwarven fortress.  When the Human/Elven wars brought much of the Eigerlands to ruin the dwarven fortress thrived.  By forging weapons and armor for both sides. the fortress eventually grew into an entire city.  These days the governmental seats are mostly dwarven and human.

Government

Government structure -
Essentially an oligarchy comprised of two Majestor’s (Majestor Primus and Majestor Secundus) and a Minister Securus.
Most laws and justice come from a parliamentary body and the three oligarch’s use their vote to break ties or veto things. The strict laws of the city and brutal punishments make law giving and peacekeeping fairly easy.
The Majestor’s are each given a large mansion in the center of the city and the Minister Securus live in Westerlor’s Tower (24 on the map).
Majestor Primus handles a lot of the diplomacy and monitoring of the continent and land shipping. Majestor Secundus keeps tabs on a lot of the shipping and trade over water to the islands. The Minister Securus is in charge of the judicial branch and is essentially the attorney general. Of course, all three have a small army of lesser ministers that monitor all of this.
The city tends to reject magic and refuses to allow any magic users or clerics into ministerial positions. Some magic shops or arcane researchers exist in certain areas of the city but they are carefully monitored. A few clerics are allowed to operate in the city but most citizens rely on practical means of wound care instead of engaging with a faith based healer.

Defences

The Stila Guard -


The Stila Guard are the peacekeepers and law enforcement for Stoneport. The name is an artifact left over from the original elven city. The commander's answer to Pimm Quenchblade the current Minister Securus and his Minister of internal affairs (Ger Kodiak). Their uniforms are Brown shirts with puffed out pants. They wear caps with purple cockades on them and a purple sash from the left chest pockets to their shoulder pad.

Detectives
The detectives are assigned to any crime that needs investigating, break ins, robberies, assaults where the perpetrator escapes or hides. They tend to check out new comers, especially adventuring parties who are known to cause trouble.
Populous Horne - Detective Urus Clamp (human male) and his partner Detective Vesta Jeranus (An elven female monk)
Forging Horne - Detective Bella North (human female) and her partner Detective Truc Turuxar (male Tielfling with red skin, Rogue)
Cordice Horne - Detective Black Road (Male Tabaxi Fighter ) and his partner Revo Wheatabix ( halfling woman, Rogue)

Industry & Trade

Jaguar One Detective agency-
Jaguar One is an independent private detective who can be hired by anyone with coin. Most of the normal folk don’t trust the Stila guard to investigate anything due to their allegiance to the rich and powerful. Underwharf especially despises the upper class and most people down there avoid the guard and the ministers as much as possible. Jaguar is a human man who looks a lot like Jet Li and wears a hat and long brown coat. His main style of fighting is martial arts combined with throwing darts and knives. His dexterity is off the charts and is very fast for a human.

Bars and Taverns


Calephon’s Pub -
Run by a Green elf named Deb Gavanfoote she employs a young human woman named Rhonda who works as a waitress.
Secretly Deb keeps track of everyone in the populous horne for the Hare’s Catch.
Nallix’s Dragon Taile and Ale -
The Owner Ovel Nallix, a large firbolg man runs one of the more popular taverns in the forging horne.
It is a favorite of the steel mill workers and skilled laborers of the city.
The bartenders are a green elven woman named Vilia Mannc, and a dwarven man named Grutch. The outside of the building has a huge metal dragon tail that descends from the second floor down to the front steps.
Hornush Hall and Tavern -
Owned by the Dwarven woman Pelly Hornush, she employs a green elven man named Calis Waterdeep to bartend.  The Barback is a human man named Grig Nacht. 
The much more utilitarian of the hotels in the city the building is a bit newer and more gray and stuffy. Most of the blue bloods of the city can be found drinking here.  Its' a good tavern to find high level officials or constables talking about city matters and new folk coming in and disturbing the peace.
Trunchus Inn -
Owned by an old salty Dwarf named Gorus Leadfoot. The Trunchus is an old building with a large common area and bar at the bottom level. It has 6 stories and about 35 rooms available for rent. Several patrons have rented rooms permanently and live in the Trunchus full time.
The bartender is a water genasi woman named Delphilia Frost and she has a penchant with ice and cold drinks.  Her barback is a human woman named Seela Storm. 
Gorus is much more open minded than most in the city and if there was a bordello or underground thieves guild he would never say anything about it.

Infrastructure

The city is walled and has several walls and towers breaking up the Hornes within. There are 7 large towers by the docks that function as lighthouses and signaling towers as well as several large spaces near the bottom that hold shops, meeting rooms, and offices.

Districts

1- Prime Majestor Palace - The largest building in the city, it is basically a rectangular mansion with hundreds of rooms inside. It has a full staff of cooks, maids, and butlers. This building stands 4 stories tall.
2- Secundus Majestor Palace - Very similar to the Prime but about a thousand square feet smaller.
3- Eastern Road Gate - The busiest gate in the city handles most of the traffic
4- Hall of Justice - A symbol of the power and order of the city. Historians marvel at the ancient building’s architecture but anyone who has run up against the law know it as a fearsome place.
5- Rose of Knowledge - The major library and research center of the city. Run by an old elven woman who is not easily pushed around by the old humans and dwarves who make up the ministry.

8 Shullush Prison and Arena - Stoneport has some old laws on the books and one of those is an option for trial by combat. Most cities have removed this ancient idea because it allowed many powerful people to walk free. Stoneport is very slow to change laws and tends to be very conservative when it comes to justice. The prison has many cells of all shapes and sizes and in the center stands an arena that is used for entertainment and sometimes to mete out justice. The current Minister Securus (Pimm Quenchblade) is quick to put his thumb on the scale for the city and has no qualms about using a bit of position to make sure the final decision goes his way.
9 Imperious Horne - The area closest to the docks and the government offices. Populated mostly with the wealthy and powerful.
10 Cordice Horne - The area of the city with the largest population. Home to people with steady jobs, craftsman, and service workers.
11 Guard Barracks Alpha - One of the tallest towers in the city. It is honeycombed with hexagonal rooms connected by labyrinthine hallways and houses a small standing army of soldiers.
12 Shopping Horne - Section of the city that has mostly stores, bars, dry goods and other businesses.
13 Forging Horne - Mostly craftsmen and blacksmiths shops.
14 Ankling Horne - The rest of the population live here, anyone on the outskirts of society. Former criminals and homeless.
15 Senatus Horne - Mostly townhouse apartments for ministers and judges. Many offices and traders.

19 Cassian Docks - Docks set aside for the very wealthy and powerful. Vaconto has two yachts docked here all year round. Some of the ministers do as well.
20 Arcana Horne - This district of the city gets it's name from having many of the magic and alchemical shops.
21 Ellestor’s Training Hall - A large spacious building that is used by many guilds and mercenaries for training and exercise. Millix Ellestor has several rooms with dummies and targets set up for training. For a few extra gold a group can use the danger room, a large space outfitted with live fire machines and obstacle course which will rain down real arrows and bolts as you try to make your way to the far side without getting hit.

23 Bheleron’s Tower - This tower houses most of the Government offices and meeting rooms. Many ministers can take up residence here or just maintain an office space.
24 Westerlor’s Tower - The living space of the Minister Securus and the lower levels contain many offices and courtrooms. It also has about ten housekeeping or valet staff who stay on the premises.
25. Majerle’s Theater - a popular theater for the wealthy and the politically connected. The best actors perform here and are treated as celebrities.
26.Balanta’s Arcane Shoppe - A shop of magical trinkets and baubles each with a unique ability and history. The shop is run by the mysterious Isba Balanta who claims to be a Red skinned Tiefling but may have a darker past and more demonic blood. With the right phrase or intention one can be granted access to the back room which carries more potent magical weapons and equipment.

28. Unchus Forge/smithy - One of the most popular Smithies in the city. Run by a Dwarven man named Cantilever Unchus. He is working with Borcius Barracuda to bring in the Lamborginus Contract. He is much too busy for normal folk and is very irritable when they ask him for regular work.
29. Scintilus Arcana Shop - The main magic shop in Stoneport, it is highly regulated. Run by an elven woman named Yadia Ewerspike, she is wary of outsiders and quick to inform ministers and the guard of any new comers especially those asking questions and wielding enormous power.
30. The Grey Compound - The former headquarters of the Diligent Corbomites, they and their leader Vaconto were slain by Adventure Team Grimm as they liberated the Gem of Amara.

Erastus Barrowhorne - The Majestor Secundus, and a middle aged dwarven man. Dwarves have monopolized the leadership of Stoneport for over 600 years. His main concern is always commerce over humanitarian rights or keeping the peace.
Gobondo ollo - Minster of the Delacus Docks. A rare Tiefling man holding a ministers office. He worked some impressive deals to take over this dock. Answers to the Minister Sucundus and the senior minister of the interior Alchonis Bulba.
Alchonis Bulba -Senior Minister of the Interior
An old Dwarven woman who has worked in the Secundus Branch for 98 years. She plays senile but knows everything that happens in the city. She is aware of the Diligent Corbomites and dislikes them intensely. Oddly enough she supports the Abyssal Knife, unaware of their dark plans.
Tesella Crest - Junior Minister of the interior, a human woman who used to be an assistant to Alchonis Bulba. She is having an affair with Valeria Num from the Primus Branch.
Quailis Loto - A dwarven man who represents the Zelpis docks. He has a mind for figures and spreadsheets.
Uthar Billis - Represents the Cassian Docks. He is a human man in his 50s. Currently fixated on his affair with Tiefling Dancer named Peony.
Borcius Barracuda - A Dwarven man 180 years old. He is shrewd and irritable. He represents the Forging Horne. He is obsessed currently with finding enough Iron to finish his deal creating weapons for Lamborginus.
Loris Pontilax - A half elven man who Represents the Arcana Horne. He has less power than most of the ministers due to the current discrimination against magic users. That said he fiercely represents his business associates and is fascinated by magic items and weapons. He knows they must be good for something.
Primus Branch -
Ollachar Bandingchamp - A dwarven woman who has been Majestor Primus for over 20 years. She rarely focuses inward on the city itself. All of her efforts are on diplomatic relations with the rest of Tanaheim. She is often considered out of touch and cold to the needs of the city itself.
Gunther Lynx - A dwarven man who is the minister foreign of Lamborginus. He oversees all relations with the city and works closely with Borcius on the arms trade with that city.
Valeria Num - An elven woman who is the minister foreign of Penthos. She monitors all trade and relations with Penthos.
Dortrin Dunn - A Halfling man who has recently won this seat. The Minister Foreign of Tellenor.
Worstrum Ronx- A human man who is the minister Foreign for Helletown.
Securus Branch -
Pimm Quenchblade - The current Minister Securus of Stoneport. An elderly dwarf with a strong sense of law and bureaucracy. He hates magic in all of its forms and keeps pushing for stronger and stronger regulation.
Ger Kodiak - A human man who is the Minister of Internal affairs.
Dulis De Dregeer - A human woman who is the Minister of City defense
Opal Farahesh - a female water Genasi who is the Minister of Naval Defense

History

Previously an Elven city called Estillia, over 800 years ago the elves abandoned it and retreated back to the Forest Realms. Dwarves and humans moved in and reworked most of the existing architecture to suit their needs.

The Golden Cutlass
Anchored at the Cassian Docks. Captained by a Drow man in disguise as a human. His name is Bryzzlazar.
  Tasma's Fins -
A merchant vessel anchored at the Cassian Docks.  It is captained by a human man named Xander Redolo, they often make runs from  The Points to Stoneport and then on to Penthos. 
  The Light Sea lion -
A merchant vessel carrying wine, spirits, and smoke powder. It is captained by a half elven woman named Nadia Sokorski and is Secretly owned by a member of the Marid’s bones. Anchored At the Zelpis docks.
  The Blue Sea Dragon -
  HSP (House Ship of Penthos ) Hammerhead -
An official naval ship from Penthos docked at the Delacus Docks.  It is captained by the righteous human man Vigrante Vow, he is here to bring several diplomats to meeting with the government of Stoneport.  He isn't happy about it and would much rather be patrolling the seas around Penthos. 
  The Blade of Aventador -
A war ship from Lamborginus carrying an official working with the Minister Borcius Barracuda to supply the city with weapons and iron. Docked at Zelpis. Captained by a human man named Catalay. Aboard the ship currently and staying in an inn nearby to Zelpis is an Aventador named Kazan the Hunter. He is a level 10 fighter.
  East Tellenhiem Company Galley - The Sea Elephant -
an enormous ship captained by a human named Vertisar. They are working with Eletar Wisteria and Venter Petrograd to move materials to Penthos and Lamborginus.
  The Green Dolphin -
A ship associated with Gustellin’s Traveling Troupe, captained by a Dwarven woman named Abbi Shardwallow. On board are 2 bears, 2 giant spiders, One Rhinocerous, One Tiger, Two Death Dogs, One Giant Vulture, One Polar Bear, One Owlbear.
All of the creatures are held in pens in the hold. Each pen is equipped with a sliding door that can be double latched from the outside. Each pen holds the cage which can be wheeled out when the festival starts.
    Rogriguez Hortalez Company Galley - The Golden Sea Cow -
Captained by a Half elven woman named Bella Porthos.
Sailing Notes: Officers of each ship consists of Captain, First Mate, Bosun, Quartermaster, Surgeon, and Cook. Crew of each ship is 3d6 sailors some of whom are shipwrights who maintain the build of the ship and the sails and ropes.
The docks around Stoneport almost operate as a separate city, complete with different shops, restaurants, pubs and offices that cater to sailors and officers. Each trading company has offices there and stoneport has customs offices and guards to patrol.
