Ulirre (Oo'Lair)

A medium sized city that is just east of the Ullerin Valley. It is the ancestral home of the great Nuxhall Family, one of the five families of Penthos.  The Nuxhall's claim to be direct descendants of the great warlord Fane Keddaral Draven, a conquerer of the second age.  
It is said that the Ullerin valley was created by an old shardfall.  Dozens of important mines operate in the valley obtaining shard and important minerals and metals that fill the cities coffers.

Government

Lady Vadada Nuxhall is the regent of Ulirre, she rules by House right though that seems to be on shaky ground these days. There are many powerful figures in the city that are testing the legality of her position.
The strongest of these is a dwarven clan known as Raspgrinder, led by Baron Ocherius Rasperdann. This powerful dwarven family has worked the mines in the Uleris Valley for over 500 years. Their wealth has grown over the last century and they clan has bought many ministerial positions in government.
The basic government is three pronged system with the Nuxhall family and their ranking members making up a third of the structure.  A series of ministers makes up the House of Royals, most of these are political titles that are presented by the powerful or bought by the wealthy.  The third prong is a mix of religious leaders and elected ministers that make up the house of commons and temples.

Infrastructure

1. Dravenrocke Castle - An ancient stronghold built in the second age, it almost grows from the tall rocky shelf it is built on and the walls match the reddish rock. Legend has it that a human warlord conquered this area in the middle of the second age by the name of Fane Keddaral Draven. It is supposed that the Ullerin valley was created by a shardfall, the mines that operate in the valley are vital to the city.
2. The Red Citadel - The citadel was built in the time of Fane Keddaral and served as an armory and barracks for his army.  Over the last several centuries it functions more as a museum and central bank for the city.  The banking guild uses many of the storage vaults to hold currency and valuable objects. It also has dozens of offices for renowned scholars and artisans who study history and ancient artifacts. 
3. Temple to Kierkeolon - Said to be the largest hall of worship dedicated to Kierkeolon in all of Tellenheim it also boasts the largest congregation who follow his teachings.  Kierkeolon -often called the Scribe of Alafax, was the neutral good lesser deity of art, cartography, glyphs, images, knowledge, literature and scholars.  Many in the red citadel follow his teachings and leave offerings to him every day of the week.  The current Archpriest of the temple is a dwarven woman named Phelona Madderly.  Her highest ranking acolyte is a goliath man named Overdann Fingloss.  
4. Zephyr Whip Inn - The outside of this tavern is a three story wooden structure painted dark blue.  The main entry way is carved to look like a bowsprit that juts out of the front.  The front door is built into the hull of ship underneath the bowsprit.  The common room looks just like the deck of a large three masted freighter.  The bar sits up on the quarter deck where the wheel would be.  Two large staircases on either side bring customers up to the bar.  The Zephyr is owned and operated by the curmudgeonly dwarven man named Redoubt Teach.  He has one good eye and a brighty colored budgie on his shoulder. 
5. House Nuxhall Manor - This one hundred room structure is over 500 years old and is the symbol of opulence in the city.  It is said that every room has a fireplace and a wash room.  The cellar is supposed to hold vast riches and a huge collection of vintage wine. 
6. Temple to Azurat - Considered an upstart temple and offensive to the scholars of Kierkeolon, nevertheless the temple to azurat has drawn quite a few followers and worshippers.  Many of the non dwarven or human races favor Azurat over the more scholarly god.  Hoping to bring more magical favors into their lives which are filled with hard work and always diminshing wages.  The current head is the Vicar known as Curroneus.  He is a green elven man with long white hair and bright white eyes.  His head acolyte is a kobold man named Mephifor. 
7. Mephit's Arse Tavern - The building has the look of charred concrete on the outside and has the look of a carnival ride.  Brightly painted cartoon devils and fiends dance around the porch and main doors.  Inside the common room has a deep red stain to the thick wood bar and furniture.  Many statues of devils and demons line the walls and hang from the ceiling.  The owner is a Fire genasi woman by the name of Mehot Ibn Salloch.  Her bartender is a red tiefling man named Forktongue. 
8. Blizzard Hops West! Inn and Tavern - The newest Franchise of the Blizzard Hops tavern and distillery is owned by Petey Pollivar. Petey is the son of Trusilla Fane and hails from the town of Tellenor. He bought the franchise rights for Ulirre from the Hops corporation in Tellenor. He is a half orc man in his twenties and wears a white cotton tunic and dark brown leather pants. He usually wears his bright red vest that is embroidered with the blizzard hops logos.
The front of the tavern has a 10' tall carved wooden figure that looks like a cartoon version of the great Blizzard Hops very much in the style of Bob's Big Boy. It is rounded and painted with bright colors. The figure holds up a large hammer in one hand and a bright yellow whiskey bottle in the other.
9. North River Docks - These docks are usually reserved for more elite visitors and shipments going to the Nuxhall family or the ETC.  They are heavily guarded and only watched by incredibly skilled or overly brave thieves. 
10. South River Docks - The majority of ore, materials, tools, and general goods flow through the southern docks. There are three offices near the river that handle all of the business that moves through here.  Office of Shipping and Lading, Office of Freight Yard, and the offices of Demurrage, Wharfage, and defense. 
11. Eagle Fang Arcanist - This fairly small shop is run by the Gnome man known as Bunkellios the Force Majeure.  Though he claims to have once been a powerful magician is actually a charlatan and rat for the Assembly of the Weave.  He is paid a hundred gold a month to spy on magic users in the city and report his findings to the assembly. He has a large nose and wild unkempt white hair on his head.  He wears bright purple robes fit to his size with gold inlay and embroidery. 
12. Uklo's Unguents potions and more - The spry halfling man known as Origgen Uklo is a skilled mage and alchemist.  He will often find ways to help young magic users and steer them away from Bunkellios over at Eagle fang.  His main room is illusory and displays a series of turnips, cabbages, and brightly colored root vegetables.  For those in the know he brings them into the back room to bargain. 
13. Nighthoof Smithy - This large multi building smithy is the largest in Ulirre.  Verkos Nighthoof was a human man cursed with being a centaur for one hundred years.  He rarely talks about the origins of the curse and is quite sensitive to someone asking about it. 
14. Bank of Ulirre - The large central bank that can be found in the Nuvonne district.  It's main branch is in the Red Citadel as well as the banks main officers and offices. 
15. Ullerin Guard Barracks - The main living quarters for the well trained guard who maintain peace and order in the city.  The current general in charge is a Half Elven woman named Antoinetta Vangelov. 
16. Dryad's Knees Park - Is is said that largest tree in the center of the park is a dryad that was petrified for eternity.  The tree does indeed look like the lower half of a voluptuous woman's body.  The park itself is a calm green space used by the children and citizens who need a break from their labors.
