The Sanctity of Tern

The Sanctity of Tern is the agreement in the Yenari Empire that the Plains of Tern are only for decedents of the Tern Bas . Recently in 4438 with the revolt of the tern bass, the agreement was revoked and now waves of Yenari settlers as settling the plains.
