The People's Democratic Republic of Mars

The Peoples Democratic Republic of Mars is the second largest power in the SS, and as such is a major player in the politics of the time. PDRM consists of Mars and cis-martian space, as well as some asteroids wholly owned by the PDRM, but it also has various agreements and treaties with around 120 small bodies and states that place them as adjacent if not technically part. The PDRM has a longstanding alliance with the GGC , the third largest power, as it is believed that without their help Mars would never survive a war with the United Nations .

Structure

The PDRM has a Bicameral Legislature, with a senate and a parliment. The Senate has a number of representatives from every separate settlement above a certain size, and the Parliament has 1 representative for every 5 million people. The Prime Minister heads the Senate and the President heads the Parliament. Both of the houses are chosen by the smaller governments of each settlement, and only perform policy on the planetary scale. Many major decisions can also be polled to the entire population, and that same population can, with a 2/3 majority overrule a law or provision passed by both houses, but this requires at least 2/3 of the citizenry to vote, so it has only happened a few times.

Culture

The PDRM officially uses 6 languages, English, Russian, Spanish, Arabic, Turkish and Hindi. However, the majority of these were concessions to getting members into the PDRM. English is by far the most used, with Turkish a further second, and most of the others comprising less than 5% of the population each. Education is normally conducted in English, with many learning Turkish as well, though many also choose to learn one of the other languages, or even a non official language.

History

Established after the brief Martian Independence war of 2094, the PDRM has grown massively from the few thousand people at its inception. It was formed with massive powers for the people, beginning as a direct democracy, and slowly evolving into what it is today

Territories

The PDRM governs Mars itself as well as its moons and orbital infrastructure. They have a few asteroids that are nominally governed by the PDRM, as well as a few military bases throughout the SS.

Military

The PDRMN Fleet and the PDRMN Espatier Corp are a highly trained and well equipped military organization with hundreds of ships patrolling Martian Space and the entire SS.

Technological Level

The PDRM lags slightly behind of Earth simply due to its lower population, but they have more advanced and smaller Tokomaks than earth, even if their larger engines are less efficient.
Militarily, the PDRMN relies more on phased lasers as PD defenses, and so has managed to create larger grids that do not overheat. However, their Espatier corp is widely seen as inferior to the UN Peacekeepers, and their torpedo guidance systems are more easily hacked.
In addition, most of their citizens are gene-edited, at least a little, and many have nanotech in their veins and cybernetic implants.

Religion

The PDRM is a secular nation favouring no religion nor irreligion in any statements, laws or schooling. However, PDRM Schools, which are compulsory until 8 are taught from an atheistic perspective, mentioning religion only in historical or religious studies contexts, and teaching many scientific facts which may contradict some religious teaching.

Foreign Relations

While not unfriendly with the UN or the GGC, the PDRM is wary of both, with a truce with the UN and a firm alliance with the GGC, as they are aware that they are weaker than the UN without their help. They have alliances and relationships with many of the communities in the AB, mostly those descended from martian colonists.

Agriculture & Industry

The PDRM indirectly controls many of the orbital foundries, factories and farms in orbit of and on Mars. As such, they have a massive industrial capacity rivaled only by the Earth-Luna system. The Deimos shipyard is wholly owned by the PDRMN, and provides high quality ships to both them and any civilians with sufficient funds.

Trade & Transport

Mars trades with the UN and GGC through a dedicated laser system on Phobos, pushing gigaton cargo ships on lazy I-2 transfer orbits, along with a trade protective fleet.
Mars has a vast transport network, connecting every town on Mars to every station in orbit.
On the surface, there is a network of high speed vactrains connecting all communities of over 10,000 people. In addition, a small fleet of rovers, provided at cost, are stationed at all smaller communities, to ferry them to the nearest settlement with a vac train.
Utopia, Phoenix, Olympica, and Marinaris have direct connections to the growning orbital ring, and Utopia and Olympica both have connections to [Beanstalk 1]. These allow for quick and cheap access to space, from where there are a series of laser shuttles that regularly depart and arrive from all major PDRM stations, as well as less frequent ones to the smaller settlements or far off asteroid communities and client states.
The big 10 cities of Mars each have a complex and effective internal transit system, based around a plethora of trains, trams and small cars.

Education

The PDRM provides education from 0 to 12 years, which includes up to tertiary education in any subject. Most of the population has at least some tertiary education, even if it not in an academic discipline.

Infrastructure

The PDRM has gotten very good at constructing domes. While the eventual goal is a partial terraform (See [Martian Terraforming Project]), the majority of the inhabitants of Mars live underneath domes or in underground caverns. Life support is provided for free for all citizens, but outsiders must pay a nominal charge.
The PDRM has a set of standards for settlements (See [PDRM Settlement Provisions]), and will provide various services as they grow, but in all cases, it is possible for someone to be rapidly transported to a nearby hospital.
The PDRM also provides military defense for it's citizens, through the PDRMN, and subsidizes transit across its territories. Over a million PDRM depots run by the PDRM Department of Social Security exist throughout every settlement that provide basic resources to every citizen at a level ensuring health and comfort.

Major Imports
The major martian imports are to do with the gradual terraforming effort, along with fusion fuels. As such, their imports are mostly nitrogen, He3, and water, in that order. Water is relativly low down due to the large polar ice caps, as well as the ease of extraction leading to many Martian asteroid ice extraction efforts.
Legislative Body
The Parliament and the Senate. The Senate has a set number of representatives for every districts and the Parliament has one representative for every 10 million people, given to various parties based on the proportion of the vote they received. Each are decided by popular vote, but many major decisions (war, budget, laws) can be and often are voted through by the populace. Both houses must approve every new law, but if the populace wishes to vote or for certain issues, all three must agree for a law to pass.
The Senate representatives are chosen by every settlement individually, and the only requirement is that the citizenry has at least 51% of the voting power, and that the process is democratic in some way. While the majority of settlements elect them via direct democracy, some chose more byzantine systems, like the corporate votes in Phoenix or the pool vote system of Olympia.
Judicial Body
PDRM Judicial Branch. A supreme court of 9-11 judges who decide on legal issues. In addition, every large settlement has at least 4 judges for local courts, though many have hundreds and entirely seperate internal legal systems. The requirements of the PDRM are that laws must be constitutional and not supersede any PDRM law. In addition, all correctional efforts must be handeled by the PDRM.
