PDRMN Chief
The highest rank in the Navy of the PDRM, the PDRMN Chief is an Admiral, though in times of war and heightend tensions it is entierly possible they would be given the title of Fleet Admiral, which has thankfully never been filled. While the PDRM feels that a council of 10 Admirals is better for normal day to day operations, the utility of a single point of command is apparent in troubled times. This elevation would be at the Prime MInister's sole discretion, but could be overturned by a supermajority in the Parliament and Senate, or by the President.
The duties of the Chief are actually not as solid as one would suppose. While in theory they are meant to ensure the smooth operation of the Navy, in keeping with the government's goals for the position of the PDRM within the wider solar system, their job is primarily administrative and ceremonial. Rarely does the Chief leave cis-martian space, and even leaving the surface is moderatly rare. They tend to stick around Utopia or Aleph Station.
The Chief is never the Commander in Chief of the Navy of the PDRM, that honour falls on the Minister of Defence. in time of war, with approval of at least half the parliament, the prime minister may assume the role. The PDRMN Chief, and the CNC, CEO and PVC for that matter have no command authority over the lower admirals, they are simply advisors to the Commander in Chief, the Parliament of the PDRM and the Senate of the PDRM. However, their voice in the Council of Admirals is influential, as is their voice as the advisor to the Minister of Defence.

Qualifications
Very rarely does a person become the Chief of the PDRM without a long and distinguished career. Most have been in the Navy for the past 15 years if not more, and most have been Admirals, typically one of the Chiefs, but an Admiral of a Fleet is not unknown.
Requirements
The actual requirments for the role are the same as any Admiral, 10 years of service, being a Martian Citizen, and a spotless background.
Appointment
This is one of the few Admiral appointments that actually is debated in the Houses. The nomination of the Chief will dictate the military direction for the next 4 years, acting as a stable force for a long period of time. Because of the fact that this will likely span multiple governments, the PDRMN Chief is on a rotation with the Chief of Naval Command, the next most powerful role. As such, each Chief will have two CNCs, and each CNC will have 2 Chiefs.
Duties
Nominally, command the PDRMN and act as the final arbiter of military strategy. In practice, waving, speeches, political wrangling, paperwork, and more paperwork.
Responsibilities
Actual day to day tasks will typically involve a combination of public image events and authorizing various things happening in the solar system.
Benefits
The PDRM Chief is the greatest post a military person can aspire to, and is also an incredible capstone to any career. The day to day reality of it is grueling, but rewarding.
Grounds for Removal/Dismissal
Can be remvoed for many reasons, but the process is essentially a court martial with judgement by the houses. Very few have been removed, and typically only for serious breaches of security or peace.
