Parliament of the People's Democratic Republic of Mars

The parliament of The People's Democratic Republic of Mars is the primary legislative branch of the government, comprising of 200 representatives, elected via a direct proportional system at least every 2 martian years. It is the body that chooses the PDRM Prime MInister, as well as the body from which most of the Cabinet are chosen. It is also seen to be the body that represents the people best, and as such is given many powers within the government. Most bills begin here, and its approval is needed for a bill to pass.
Generally, they will meet around half the weekdays in a 5 month period before taking a 1 month recess. On average, 80% of the representatives are present at every meeting, though important votes will have close to 100% turnout. In addition, the cabinet members are typically always in utopia, so they tend to always be around.

Structure

Within the Parliament, there are roughly 3 tiers of members. First are obviously the cabinet and the prime minister, those directly responsible for the day to day running of the nation. Second are the other powerful members of the house, the leaders of the other parties, the whips, other ministers, and the other important members of the parliament. Third are just the backbenchers, making up around 150 members, while they have power, it is mostly in groups, or as befits their positions on various committees.
Because of the way this house is elected, individuals hold little power, with the parties really being in control. However, a member, once appointed, may leave their party, though this will hurt their chance of reelection.
