The Oubliette
The PDRM has provisions with dealing with those who broke its laws. However, if a prisoner is convicted of a certain level of heinous crime, and refuse treatment, councelling, removal of body mods, and continue to cause trouble, there is a location for them to go. This facility holds 2000 people at maximum, though averages closer to 1000, almost entirely those convicted of high treason, mass homicide, high espionage or war crimes. However, there are likely less than 10 people in the facility that have not killed a single person.
Outside the habitat the high in summer is -20, the low in winter can easily get down to -80. Atmosphere is roughly 120 millibar.
The facility is buried, in the southern tip of the tharsis plateau. Access is restricted within 5 km, and seismic monitors would detect any attempt at digging.
Inmates at this facility do not recieve life extension, or any medical care beyond that needed to keep them alive. Entertainment is primitive, screens only, and they cannot work. While some do have limited sentances at the Oubliette, most will die here. It is an open secret that prisoner deaths at the oubliette are not investigated as hard as in other prisons, and there is little extra punishment to be meted out, so it is two orders of magnitude higher than in the next highest facility, at 0.7% per year.

Purpose / Function
To keep the worst of the worst in. While theoretically like all PDRM prisons it is interested in rehabilitation, prisoners here will likely never leave.
Architecture
Constructed entirely out of local iron, this structure is deisgned to be difficult to escape. A single shaft connects it to the exterior, where a small dome, heavily fortified and protected, sits as the only external marker of a facility. There is a train stop 10 km away, so delivery of prisoners, guard rotation and supplies must all come overland on rovers or on drones or hoppers. Guards live on floors -1 - -5, the prisoner facilities are -10 - -20.
