Stickney City
A large, rotating habitat that is situated in Stickney Crater on Phobos. It is slightly angled to include the 0.5% g of Phobos, but overall spins at 3.7 min/rev, providing 0.38 g on the bottom layer, exactly equal to Mars gravity.
The ring nowadays is 9 km in diameter, and a full 4.5 km long, and averages around 15-20 stories thick. The large diameter and slow rotation provide very stable and comfortable gravity, even a few dozen stories off the ground. The habitat is entirely enclosed, but a large plastic window covers the top side, which generates lovely views of Mars below (Phobos was tidally locked when it was used as the counterweight for Beanstalk One). The Terminus for Beanstalk One is in the central, 0g part of Stickney City.

Government
The government of Stickney City is a boring representative democracy, and they also elect their Utopia reps through the general population.
Defences
Standard Anti-Meteor defenses, as well as a small array of anti-ship weapons as a deterrent. In addition, as a laser pushing station it would have no problem vaporizing most small ships and chunks of larger ships that approached uninvited.

Industry & Trade
The primary industry on Phobos is tourism. Millions of tourists from Earth flock through every year, on their way down to mars, but millions also come up from Mars on their way out, or just as a change of scenery. Of course, as most of the trade going down to and up from Mars go through here, they make a good deal of money from port fees and cargo handling.
Infrastructure
Beanstalk One connects Stickney to Mars proper, and it is the primary spaceport for Mars as a whole, though the growing orbital ring might change that.

Stickney doesn't have that many assets, except Phobos itself.
Guilds and Factions
The cargo people, a mostly spacer guild that live in a 0g part of the suburbs that handle a lot of the human interactions in cargo movement are quite powerful within the community.
History
Stickney City began as a small space station anchored to Phobos that was studying it. Over time it grew, and once Phobos was chosen to be used for Beanstalk One, it became the central port of Mars and an incredibly common place for people to at least go through. After setting up the ring, which provided incredibly stable gravity, as well as large living areas and spectacular, slowly spinning views of the planet below, it became one of the go to tourist destinations in the system, even if you just stayed for a few days before going down to Mars.
Architecture
The top layer of the ring is mostly nice housing, restaurants and shopping centers, with land value going up the closer to the dome. However, the lower levels are not as nice, but still a lot nicer than many asteroid colonies throughout the system
Geography
It is set into Stickney Crater, a massive crater on Phobos, and is surrounded by a sprawling "suburb", both on, under and above the surface of Phobos.
