PDRM Department of Social Security
This Department oversees the Universal Basic Income and other benifits provided to every PDRM Citizen , as well as a few small auxiliary welfare systems such as veteran and representative pensions. As such, it is one of the best and most consistently funded departments, while having an incredibly small staff.
It costs around $6000 per year to provide the basic benefits of food, water and life support as outlined in the The Constitution of the People's Democratic Republic of Mars, Cis-Martian Space and All Associated Settlements, and with the additional stipend of $10000 per year every citizen costs $16000 per year to the DoSS. With the total population of the PDRM, this program costs 17.17 trillion martian dollars every year. With all other benefits and bureaucracy, the department spends around 17.18 trillion martian dollars each year, nearly a third of the martian revenue. However, the vast majority of Martian citizens believe it is a fundamental and basic right for them, and it keeps poverty a thing of the past, so few would ever dare change it.
The overwhelming majority of this money goes to a vast array of Martian Companies, each of which provide a high volume, low cost flow of goods to the entire citizenry. Because of the massive competition for these contracts, bids are always low, with margins low per unit, but high due to volume.
Approximately a further $4000 per citizen is shouldered by the other departments, primarily PDRM Department of Housing and Communities ecurity and similar programs, over a third of their budget.

Structure
The Minister of Social Security runs the department, and a staff of around 2000 work under them to manage the distribution of the trillions of dollars of material and credit to a billion citizens. The entire system is almost entirely automated due to its simplicity, but occasionally a human hand is needed.

Founded as an integral part of the early PDRM, this department has existed throughout its long history, gradually reducing the costs required per citizen, and increasing the discretionary stipend to the point it is nowadays.
