PDRM Department of Housing and Communities

This Department oversees the housing and community outreach programs that operate throughout the Republic. Their primary expenditure is the free housing program offered to all PDRM citizens, but they also invest in new settlement projects, offer settlement upgrades according to the [PDRM Settlement Provisions]. They also arrange many of the community-centric events that occur from time to time, and provide some additional funding to some capital expenditures for internal transit systems.
The Department spends around 3 trillion per year on their free housing program, in addition to a 500 billion on settlement funding, 450 billion on settlement upgrades, and a further 25 billion on other programs like funding community events, investing in newer communities, and some limited internal transit development.
If a citizen is not using the provided housing, their allocation goes towards building more housing, and upgrading existing communities.
The DoH technically owns the vast majority of housing within the PDRM.
The vast majority of Citizens live within a few standardized models of dwelling, designed for maximal utility with minimal cost. Though this tends to result in rather similar interiors within dwellings, residents are free to modify them in quite extensive ways, and do.
The majority of the Citizens live in a DoH dwelling, around 85%. Around 65% of the population lives in some kind of two adult dwelling with or without children, followed by around 25% living alone, around 5% living in some kind of one adult + children situation, and 5% living in some other situation.
As such, the DoH supplies:

195 million double dwellings
50 million double dwellings + one child
23 million single dwelling + one child
19 million double dwellings + two children
9 million single dwelling + two children
6 million double dwellings + three children
2 million single dwelling + three children

  Each dwelling has a minimal standard level that is often only slightly exceeded, however it is quite high compared to other countries, and includes connections the the entire DoSS infrastructure which greatly expands it's capability.
The DoHC also manages existing housing, determining fair market rate and recommending laws on housing. They also manage expropriation at the National level and legislate it at the settlement level, with the policy being to pay 110% the fair market value the day before the expropriation was announced, though it is often substituted with an equivalent priority house in the same settlement and a 10% moving cheque. Typically, 3 months notice is necessary, but generally more is given if possible.
The minimal requirements of DoHC housing can be found in their operating document, as it tends to slowly ramp up year on year.
The Communities side of the Department is more limited, but mostly involves ensuring local amenities to all inhabitants, subsidizing businesses, constructing parks and open spaces, ensuring public maintenance. They will frequently co-sponsor the construction of new schools with the DoE, new transit systems with the DoT, and for new Hospitals with the DoH. They try to leave around 5% of the land as undeveloped and government owned for future expansion, but can always increase the size of existing buildings.

Structure

The Department of Housing is headed by the Minister of Housing, a senator. In addition, a small permanent civil corp revolves around them, acting as the representative for the DoH in smaller settlements. There are also a pair of smaller sub divisions of the DoH, the Housing Department, which deals with the housing needs of the citizens, building new houses, and maintaining high quality in those houses, which comprises a force of around 2300 staff. There is also the smaller and less well funded Community Department which deals with Settlement upgrades, and anything not directly covered by the Free Housing provided to the citizenry.
