PDRM Citizen

The second most common citizenship in the solar system (After UN Citizenship), Martian Citizenship confers a lot of benefits, as well as some responsibility. It is generally seen as a positive thing to have, as the PDRM is vigilant in protecting her citizenry. This can be held by any thinking being and such can be held by AI with more than HV-0.9.

Requirements

Birth on Mars or an associated settlement to at least one Martian Parent confers citizenship.
A person with a PDRM Associated Citizenship (See PDRM Small State Diplomatic Policy) can become a citizen after passing a basic comprehension test and living on mars or a PDRM station for 1 martian year
A person with any other citizenship must live on Mars for at least 2 martian years, and pass a more comprehensive comprehension test, and a test on martian history and culture. Then, their case will be reviewed by a mind and a decision will be made. They can try again every 1 martian year.

Appointment

When given at birth, there is nothing.
However, when receiving it later in life, recipients are ceremonially given a small vial of martian dirt.

Duties

A PDRM is obligated to vote on local and planetary elections, though they may choose not to for other votes.
Every PDRM citizen is automatically enrolled into the PDRMN draft.
In time of War, as defined by the PDRM, a citizen may be called to serve in a non-military capacity.
Finally, all PDRM citizens are taxed on a sliding scale depending on income, at up to 65%.

Responsibilities

A PDRM citizen is expected to be a respectful part of society and obey all laws and regulations, even while off planet.

Benefits

A UBI equal to approximately 10,000 MD per martian year.
Free access to food, water, and any other essential of living at any of a million PDRM depots (in reasonable quantities).
Free accommodation at a city of their choice, though it is typically underground.
Free medical service of any kind anywhere in the system.
Free access to educational materials and classes at any one of a thousand martian universities, schools and trade programs.
Free high speed access to the Martian Internet, or equivalent local system.
Reasonable matched funding as determined by a mind for any startups, experiments or business ventures.
Highly subsidized access to Martian transit infrastructure.
Subsidized access to interplanetary transit infrastructure.
Subsidized access to the InterPlaNet.

Grounds for Removal/Dismissal

Under extreme legal cases, such as high treason, a Martian citizen can be stripped of their title and sent the next available transit to a colony willing to accept them. If a colony cannot be found, then they can either suffer a considerable jail term and still loose their citizenship, or be rewritten and get it back.
