PDRM Small State Diplomatic Policy

The PDRM is at least nominally aligned or providing protection to at least a hundred small asteroid states around the belt and beyond. They have a general policy on the support and protection that these states will receive based on size. However, in the case of war, the PDRM promises to align with their client state, assuming the other side is not a client state as well, and that their client is not the aggressor.

Purpose

To attempt to standardize the treatment of Martian Clients to make to more appealing to become one.

Document Structure

Clauses

A client state can expect to recieve at least:
1 frigate visit per year per 50,000 people
1 cruiser visit per martian year per 200,000 people
1 battleship visit per martian year for those with >1,000,000 people
In addition, mars will provide protection, military materiel and manpower in the case of an unprovoked attack upon the client state.
A client state can also expect a minimum of 10% discount on supplies through martian governmental sources, maximum 5% tariffs on martian goods, and all citizens can receive martian citizenship.
Mars expects for this: some say in the governance of the place, 1% of the revenue of the client state, non-aggression pact with Mars and all Martian Client states, and assistance (unspecified) in any wars fought by mars.

Caveats

Mars withholds the right to terminate the agreement with at least 12 months notice, or if the client states breaks any of the terms of the contract. The Client state also may leave at any time, with at least 12 months notice. Breaking the terms of the contract through non-diplomatic can be seen as declaring an independence from Mars, which is a valid reason for military or diplomatic pressures.

Publication Status

As one of the cornerstones of a major SS players diplomacy, it is widely available.

Legal status

This is a valid legal document in the eyes of the Solar System Interplanetary Court, though they strongly advise not to take military action on the contract when broken through non-violent means.

Public Reaction

While the military action clause is seen as a bit extreme, it has never been executed upon, so is seen as a last case scenario.
