PDRM Small State Diplomatic Policy

The PDRM is at least nominally aligned or providing protection to at least a hundred small asteroid states around the belt and beyond. They have a general policy on the support and protection that these states will receive based on size. However, in the case of war, the PDRM promises to align with their client state, assuming the other side is not a client state as well, and that their client is not the aggressor.

Purpose

To attempt to standardize the treatment of Martian Clients to make to more appealing to become one.

Clauses

A client state can expect to recieve at least:
1 frigate visit per year per 50,000 people
1 cruiser visit per martian year per 200,000 people
1 battleship visit per martian year for those with >1,000,000 people
In addition, mars will provide protection, military materiel and manpower in the case of an unprovoked attack upon the client state.
A client state can also expect a minimum of 10% discount on supplies through martian governmental sources, maximum 5% tariffs on martian goods, and all citizens can receive martian citizenship.
Mars expects for this: some say in the governance of the place, 1% of the revenue of the client state, non-aggression pact with Mars and all Martian Client states, and assistance (unspecified) in any wars fought by mars.

Caveats

Mars withholds the right to terminate the agreement with at least 12 months notice, or if the client states breaks any of the terms of the contract. The Client state also may leave at any time, with at least 12 months notice. Breaking the terms of the contract through non-diplomatic can be seen as declaring an independence from Mars, which is a valid reason for military or diplomatic pressures.

Publication Status

As one of the cornerstones of a major SS players diplomacy, it is widely available.

Legal status

This is a valid legal document in the eyes of the Solar System Interplanetary Court, though they strongly advise not to take military action on the contract when broken through non-violent means.

PDRM Small State Diplomatic Policy

A client state to the PDRM is defined as any collection of more than 100 people that have formally by a majority vote from the citizenry decided to become such.


The PDRM is defined as all elements, habitats, planets, asteroids, and any other bodies lawfully claimed by the government of the PDRM.


The PDRMN is defined as the fleet of spaceship under direct and total control by the PDRM.


Military Action is defined as tactical support in the defeat with aim to force the surrender of any enemy of the warring party.


A frigate is defined as any ship of the PDRMN that is built for military action and has a wet mass of less than 50,000 tons and more than 5,000 tons.


A cruiser is defined as any ship of the PDRMN that is built for military action and has a wet mass of less than 500,000 tons and more than 50,000 tons.


A battleship is defined as any ship of the PDRMN that is built for military action and has a wet of less than 5,000,000 tons and more than 500,000 tons.


A client state to the Peoples Democratic Republic of Mars must perform these actions for the entirety of their tenure as a client state:
Make available at least 5% of their revenue to the PDRM on some reoccurring basis.
Allow the PDRM some representation at the highest level of government, equal to that given to 5% of the population.
Sign a non-aggression pact with the PDRM that extends to all other client states and associated communities.
An immediate cessation of any similar statuses with other powers (UN friendly community, GGC associated corporation)
Ensuring tariffs with the PDRM are at most 50% of the lowest tariff offered to a non PDRM party
Aid of some form when the PDRM or client state is attacked unprovoked.


The PDRM agrees to provide to the client state:
Military, Financial or Humanitarian aid in time of crisis[.
A maximum of 5% tariff on all goods from martian space.
A discount of 10% on goods through PDRM governmental sources.
All non-classified knowledge and technologies.
All citizens become Martian Associated Citizens.
Use of Martian courts, judicial systems and legal AIs.
Voluntary Martian Diplomatic Representation in any foreign dealings.
Voluntary Inclusion into any treaties made with a foreign power.
Emergency transport and free treatment at a Martian Medical Facility for anyone with a disease that cannot be acted upon within the client state.
A dedicated 100 Tbit/s laser comms system, with 5 9s reliability.
At least one visit per martian calendar year by a cargo/passenger vessel from Mars
At least one visit per martian calendar year by a PDRMN frigate per 50,000 citizens (to a max of 24).
At least one visit per martian calendar year by a PDRMN crusier per 200,000 citizens (to a max of 12).
At least one visit per martian calendar year by a PDRMN battleship for all states with >1,000,000 citizens.
While a PDRMN ship is docked with the community, the citizens of the community can expect guided tours, access to ship medical and recreational facilities, and occasional meals at the invitation of the captain.


Either party can withdraw from this contract at any time, though a minimum of 300 days notice is required.
The PDRM may immediately withdraw if the client state breaks any of the terms of contract, barring extreme situations as defined by the PDRM.
The client state may immediately withdraw from the contract if any of the numeric provisions of the contract are not fulfilled.
