Cerulean Empire
The Cerulan Empire, often just referred to as The Empire, or The Blue, is the major political organisation of the Humans and their allies. Despite the existence of the Cerulean Senate, the Cerulean Emperor (currently Vilihame Jehen) has supreme executive power.
The Empire was formed at the start of the 52nd Century AtD, initially as an alliance of small towns along the western shorelines of The Azure Sea to help defend the populace against the bandits and monsters of the wild lands. It was not long however before the city of Keymouth became the prime settlement within the burgeoning empire. This was because the nominal first Emperor, Francus Jehen I, was resident there, and he had control of the growing navy based in the city. The navy was becoming the main military force in the western seas and allowed Emperor Francus to quickly expand the regions under his control.
Through diplomacy, offering the promise of security and safe shipping, and the occasional display of military might, the Empire grew over the next hundred years or so until it spanned most of the western shorelines.
In 5545 AtD Emperor Teraknian Jehen began a program of expansion. Whilst not yet venturing west into the deep forest of the Fearwyd Weald, the Empire grew to the north and south. The fringes of the Dukari Plains in the south fell under its sway, and after a long and attritional war in the Hool Marshes against the Lizardfolk the Empire started its expansion east.
In 5578 AtD this triggered the start of the Great Pelagic War, which lasted for almost another 80 years.
The aftermath of that war saw the Empire greatly diminished, it's borders now defending a line long the south western shores of The Azure Sea.
In recent years however the Empire, under the rule of Vilihame Jehen, has begun a new policy of expansion. Just twenty years ago the town of Seaton came under its sway, leaving the inhabitants of many other towns and villages in the Western Commonlands to worry that they may be the next to fly the Cerulean flag.
