  Nestled high in the mountains of Magramine, Tarn is an ancient city steeped in mystery and dark magic. It was founded by dwarves thousands of years ago (~ 2300 years) as a place to experiment with steam-powered and magical robotics called titanforged. The dwarves created the robots to be their servants, but these eventually became sentient beings. Most of them, who were used as tools or workforce elsewhere, moved back to Tarn, the city of their creation.

  Today, Tarn has become a bustling hub for all kinds of creatures - titanforged, dwarves, humans, gnomes, and more - who come together to trade goods and services among each other as well as with visitors from afar. The city itself is divided into several districts, such as the Marketplace District, where merchants hawk everything from exotic fruits to weapons forged by master blacksmiths; the Clockwork District, where powerful tinkerers practise their craft under watchful eyes, creating gadgets of all kinds; and the Spa District, which houses recreational businesses of all kinds, especially for the titanforged: here they can get rust removal, fresh oil, replacements of bodyparts like lenses, screws, and bolts, and a fresh coat of paint.

Tarn is a city shrouded in secrets. Its inhabitants are usually polite and welcoming, but underneath the surface lies a darker side to this industrial metropolis. The dark secrets of Tarn include:  
  • Corrupt Government Officials: Despite being known for its justice system and fairness, many government officials have been found to be involved in deceitful activities such as bribery, extortion, and even murder. These officials use their positions of power to take advantage of citizens who don’t have the means or influence to stop them.
  • Organized Crime Syndicates: Criminal syndicates operate within Tarn’s shadows with impunity, controlling everything from illegal gambling rings to smuggling operations. They often try to scare away people who try to stop them or tell the truth about them.
  • Gang Violence: Rival gangs fight over control of territories all over the city, which leads to violence that can easily get out of hand if the police don't step in.
  • Unfair Labor Practices: Many businesses treat non-titanforged workers unfairly by refusing to pay a living wage or subjecting them to hazardous working conditions with inadequate safety precautions. This has led to a lot of deaths among those workers, who are mostly ignored by the public because they are seen as resources that can be thrown away instead of as people who deserve respect and dignity.

Government

A cartel of titanforged who rose to power by corrupt means (bribery, intimidation, extortion, and even murder) run the city. They are among the wealthiest individuals in Magramine and possess the majority of the city's industrial zones. Their security forces often patrol the streets, and a significant number of the exploited laborers have been convicted of criminal offences for very small infractions.

Districts

Residential structures that are maintained in pristine condition flank the major thoroughfares, creating the appearance that the city is always spotless and well-kept. In contrast, only a few steps into the darker side streets, structures begin to break apart, and rubbish, filth, and seeping fluids are covering the ground.

A refreshing take on steampunk (corrupt government and all), where I can see a DM could create multiple campaigns/one-shots.

Glad you like it. Before WE my world was all nice and clean. I am adding all the darkness, dirtyness and corruption to it now. CONFLICT is a driving force. :D
