Quantum Entanglement Communicator QEC

Machine that can exploit the phenomenon of quantum entanglement to communicate instantly across any distance. Hyperion Federation starships can cloak while communicate using it, but must decloak to communicate with other methods.
Communicating superluminally using quantum entanglement was previously impossible because the entangled particles would always decohere before any meaningful information is transmitted. However, the HF found a method around it by using exotic states of matter and can communicate. 
The QEC also enables the possibility to Teleport across superluminal distances. By sending low-entropy photon clusters sent from the teleporters into a QEC machine, the quantum information of the original object can be transferred and preserved at a secondary QEC anywhere in the universe. This has a massive number of potential uses, but requires a teleporter at both the destination and original location. 
QECs are most often used to communciate. During a war, they are typically some of the most utilised pieces of equipment, as it allows HF forces to effortlessly communicate with each other even in great detail and coordinate their forces very efficiently. Other factions can comunicate, but they often must send a signal of some kind so the HF has a significant advantage in the QEC technology, and they utilise it. They also often try to intercept communications of an enemy in attempts to learn their plans, making use of their technology to a very large degree. As such, the QEC is one of the most fundamental technologies of the HF. QEC technologies are practically impossible to intercept due to a lack of any observable signals.

Controversy

The QEC could easily be used to communicate backwards in time due to the effects of special relativity. This violates causality, so the Hyperion Ethics Committee has placed significant restrictions on these devices as to not cause a paradox.
