Lovunal R Rela

The Lovunal r Rela serves as the uniting document of the civilized world with words that describe how to live for a better future. Penned by many souls at the conclusion of the Great Drake Humi War, it translates as: the Treaty of Sophonts.

Parts

The Lovunal r Rela is not just a treaty, but a blueprint for a new super-nation, an Ezaldiv, with its own set of laws. The parties knew that they would need more than a simple document to stop the war, they needed separation between the areas, a buffer zone that would feed prosperity, not devastation. To that end, they saw how there were some small pockets of people, fed up with the war, who created their own small communes and city-states.

One of the most powerful city-states to crop up, now just a regular city, was Thaul. They had done away with monarchies in favor of trade. It did not matter your background, if you had goods or services to sell, or if you could sell those goods or services, you would go far within their government. It was because of this shrewdness that they hired a mercenary garrison that protected them from both sides for many years during the war. Other peoples had different means of defending their coexistence.

An end to the war

By joint decree of Elder Gheforis, Valth Efoth, and Queen La, there shall hence and in perpetuity be a cessation of hostilities between peoples of or are decedents of all warring parties.

The nature of the document was and is to bring peace, so the first section, the most important of the time, was a treaty. Stipulations dotted the page of how the empires would find means to not war with each other. The cessation of weapons of mass destruction, the forcing of both capitals to allow trade, the exodus of humi from southern slavers, it all was agreed upon.

And due to the enchantments of the document, any breaking of the rules would not only be difficult but would curse the individual(s) involved. The primary curse is infertility, to not allow the spread of ideas perceived as evil by the writers. This specific curse is easily lifted by mending whatever wrong was done and abiding by the rules once more (this is also an extreme case, primarily directed towards those who enslave en-mass) There are other curses, such as anti-luck, teleportation leagues away from the document if someone tries to destroy it, or the altering of memories if the perpetrator would try and continue development on one of the many unfinished weapons of mass-destruction stopped at the end of the war. Like anything, these curses can be avoided by someone powerful and conniving, and there is evil in the world.

Unfortunately, several sections of the treaty portion became moot as the empire and dynasty that had to see to doing things had fractured and thus were not in existence act out their parts. Born and Haseh Hmti, nations that sprung from the core of each, did not have to abide by these sections, they were too small and under new ruler-ship. The dmgia family still ruled, but queen La saw that her heir daughter might not repeat the sins of the past. Due to the royalty of the drake species, monarchies are an inevitability. The Humi empire completely transformed, doing away with their monarchy in favor of a democratically elected two-person oligarchy.

Creation of Kexist

The other part of the document, the larger part, is the blueprint for the creation of a new ezaldiv, Keixist. This was the idea of the Elder Gheforis who, upon looking at the rebellious pockets of coexistence along the bloody border, took them as inspiration and a model. The first city, powerful already, was deemed the capital, as it’s where they got the name for the Ezaldiv. The Ivaomuz, the final battleground where the Elder Gheforis was uncovered, would be the new capital of not only be the capital of the primary nation of the Republic of Kexist, but the head nation of the Ezaldiv.

The document sets up the structure for the city, nation, and ezaldiv, with more loose instructions for the other nations. Each nation would grow on its own Native-Colonial Republic, but would be unified by a set of laws shared between them. All leading political officials must be a part of the Aldcomu.

The Aldcomu would-be leaders of the new Aldcom, a governmental system that has a web all across Kald. The Aldcom has a considerable portion dedicated to it, with all sorts of stipulations for how it operates and what makes a nation applicable for joining. The stipulations include regional power (militarily, economic, cultural), intelligence of the predominant species and the species in power, and willingness of the people of the nation to adhere to all other stipulations of the Lovunal r Rela. The only nation under the rulings that have further rules is the Republic of Kexist. In this way, it may be the least free of all the nations, at least from a birds-eye view.

Laws

A few, important, laws are solid, but many of the laws are overarching and purposefully ambiguous. What defines things like open borders, anti-discrimination of species, elected officials, and more can be understood in various ways. This often leads to whole schools trying to understand which is the best way to interoperate the document. It also leads to the butting of heads of those who wish to install a new law, if it abides by the rulings, skirts them, or breaks them.

One major law is the definition of what a Rela, or sophont, creature is. It’s not so much as a written rule but a set of instructions for how to administer a test. One would enter the mind of another and, if their soul can be emptied to the pure duality of the universe, they would be considered Rela and therefore able to gain the rights listed in the document. The actual understanding of a Rela is felt in the body & soul and is indescribable, therefore unable to be written down.
No two members of the same intelligence, defined as those who have thought higher to or equal to that of a Humi and Drake who are proven to be equal, shall bring death to one another for sustenance, sport, or pleasure.

Rights of Intelligence, Rela, Oql, and Nel, describe how one of each level of intelligence is allowed to act towards another. Nel, beasts, have little higher thinking than simple instincts and therefore are under the rules of those above it. It is up to the peoples to do as they wish with them. Oql, able to be conversed with or understood by other Oql and Rela, have a scaling factor to their rights. The more intelligent, such as gorgon, may be allowed citizenship in some nations. Others, such as a grunger, may not be allowed to even work. Overall, Oql shall not be hunted and have dominion over Nel. Rela, those capable of higher thought, have dominion over all but other Rela. Rela must not kill one another for sport, sustenance, or pleasure. Rela are equal in thought, therefore able to change the world to their liking, after a compromise is achieved, of course. Rela have the right to controlled violence. Any species can become Rela after an evolutionary hurdle is crossed.

There are many more pages of laws that member nations must abide by, and many more for the people of said nations. Others’ who are not a part of the Aldcom often take inspiration or plagiarise the laws written. The modern world bases itself on rules, the one thing that differentiates Kald from Ovald. And there is no better exemplary force than that of the Lovunal r Rela.

design

Because of their cultural significance and their perfect penmanship due to their Nya nya, Aldr Fetzh-kyuru was chosen to pen the document. Others provided the materials, the ink, the souls, but he used the enchanted flame to burn the words; The document has not been touched any living being physically, written with his enteral hand. His mother tongue, he wrote in the language of Lald which evolved in the contested region during the war, a language that grew from coexistence.

Participants

Foremost, the document was created by the two prevailing peoples, the Valth Dynasty and the Dmgia Empire. Its contents were proposed by the Elder Gheforis, ratified by a line of people. As a treaty, it brought an end to their war; It took a decade for the document to be completed, though the first words were written at the conclusion of the final battle.

It is not only a treaty, however, as the larger portion of the document details the creation of a new form of government. And it’s because of this that there were many more hands involved, more peoples at the heart. So while people from the Valth Empire and Dmgia Dynasty were most numerous, people who wished to be a part of the new and powerful unity came from all across Kald. At least four people from every current Ezaldiv came, the call for any sophont creatures ringing loud and clear. So, while it was only the first three species of gheforis, drake, and humi that came into the fold, others fought for their addition through the most powerful nations lead by that species. Only one of the parents of the document is alive today.

material

Paper:While the document was burned on paper-cloth, all aspects of it’s physicality were meant to keep it intact for lifetimes. The paper itself isn’t special, but it had several enchantments placed on it for elasticity, resistance to age, resistance to spills or flames, resistance to fading, and resistance to the wax melting.

Writing Utensil: The first care taken was the fire used to burn the letters, which is not fully a fire but a special material made of fire collected from a nreex and suz harvested from the Aldr K-kep.

Enchantments:As the document was written, a sage enchanted each letter with a spell of permanence, to prevent any changes anytime in the Time future or past. This enchantment was bolstered with a second effect, to tie the souls of key people to it. Souls fed into the document include pieces of Queen La’s, Valth Efoth’s, the Elder Gheforis’, and others who may be found at the signing at the bottom. They currently exist within the document itself, their bodies long withered and the majority of their souls returned to their perspective afterlives. The soul fragments that remain in the document have since fused into one almost-living being. Those who have a strong affiliation with the soul or training may, in a time of great need, speak with this being. It is, in essence, that the document is alive, though unchanging. No one has yet spoken with the document.

Copies of the Lovunal r Rela are readily available and in mass print. Due to the enchantments placed, copies are mostly printed from the first copy. If that were to be somehow unusable, it is possible to copy the original document, though time-consuming and costly.

Most media stores keep a copy on the shelf, and there have been adaptations of the document by media moguls and spiritual gurus alike. The prevalence of it is like that of several holy books, and some even treat it as such. While the cults of self-help tomes are few and far between, many reenactments of visual media have depicted the blood for blood battle and its creation, leading to a pop-culture understanding of it that might not entirely align with what’s actually written. Also, because of its purposefully vague wording, many essays and discussions have molded their meaning to fit their narrative. Vague where it needs to be as some of the core statements of the document, and an end to the war and everyone is equal, are more widely practiced.

It is interesting that your world has such a document defining rights and levels. There is frequently a general consensus, but few actually put it to law and document. Who enforces and verifies compliance?

Definitely a powerful document; and a document that took a long time for a consensus, for every part.   Well, member nations of the Aldcom enforce it. Verification would be members of the Aldcomu, leaders of said nations. Also just modern culture enforces the ideals.
