Xiuhiztacuhqui

The Xiuhiztacuhqui were co-opted into the white flames as dusky collaborators to hold Canna as part of the Fourth Quadrant's capital in the name of the Sapa.
In sofar as Ca-Chisneu is concerned, wealth extraction is all that matters.
  Whereas the First and Second Quadrants have a tax-collecting system organized into a decimal-based administration, the Fourth is the most arbitrary. White flame members are given a quota of valuables to send to their masters. A series of dusky governors are appointed to different sectors for a fixed term, rather than be given a salary, they are expected to enrich themselves, as they would not be paid otherwise.

History

Even when all Tawantinsuyu had was its capital, it still divided the world into four parts as if they owned it all. This was especially true for the troublesome fourth quadrant. It was always supposed to be administered from Canna, but for most of its history Mama has always been the de facto capital due to Manka being so costly to conquer.

Mama as the Quadrant Capital

Mama is a large, and historically significant, Dhani town resting in its own corner of the Silver Mountains.   It has enjoyed decades as an administrative hub and has developed its own innoit-compatible work culture. Although, Canna is still preferred, Mama is still takes on many roles as the quadrant's capital.

Only in the last 30 years was Canna seized, but in all that time its never truly been secure.   Threats of sabotage, espionage, raids and all around corruption has made the official capital untenable for administrative business. Though everyone still pretends it is.

The fourth quadrant stretches across the northwest of the Bastards from Mountain River and Fire Mountain and up to the Steaming River.

Military

General of the Conquering West

The Fourth Quadrant is an active war zone and the most difficult to travel.  
Only the most serious and experienced veterans are assigned to this quadrant regardless of their noble or non-noble background. Loot given to these soldiers is high, as is the chances of being burnt to death.   Given the level of hazards, deployment is considered quick and short for most. However, it is argued by multiple generals that the high turnover contributes to the lack of progress because no one stay long enough to build the unique expertise required.

Laws

Mit'a

A tradition of community work and voluntary collective labour for social utility such as in the construction of public works and infrastructure or to the benefit a person or family needing help with other agricultural products. It is a system without salary and a tribute of labour within local communities.   Dusky citizens under occupation are not truly trusted enough as to partake in mink'a. Nor are workers being imported to build the regular infrastructure that is common in the other quadrants. The duskies are made to continue as they were but are often inconvenienced by government officials and soldiers alike.

Trade & Transport

In the Fourth Quadrant, the routes of Qollasuyu are claimed by Ca-Chisneu, but are in truth too dangerous to walk due to the still smoldering conflict there.   From Canna the roads run towards the East on Fire Mountain before splitting into two branches on either side of snake lake. From where the southern branch unfolds to advance towards the Bastards and the other continues East into the land of honey.
The western branch penetrates the ancient territories of the Silver Mountains and Dhani people, who had already developed a basic road network. Crossing the salt desert; the Qollasuyu route splits again into two branches to skirt Volta and rejoins again to reach the southernmost boundaries of Tawantinsuyu.
