The LIR or League of Intelligent Races

It's neither a league, as that would suggest that not being a member is optional and doesn't come with violent punishment or would suggest that its member races are equals, nor does it have very clear rules on what counts as intelligent, as some of the species in their ranks are of lower intelligence to chimpanzees.

Structure

Okay so: it's technically a federation as empires that join willingly get to keep control and autonomy within their borders but are banned from expanding, with any colonies they make outward from their position being LIR property rather than that of the empire.

The LIR itself is meant to be run by all species but the Toppers (top lads in the LIR) hold a massive majority in positions of power, with that majority becoming more majority-ish as you go further up the system until it's nothing but Toppers. Meanwhile the majority of these alien empires that become part of the LIR will find portions of their government being run by Toppers, while most of the other positions are filled by individuals being puppetted by Toppers.

So, LIR land itself, which doesn't technically belong to any member empire but instead the LIR itself, is run various systems from place to place depending on what purpose each planet is meant to serve but is generally always run by Toppers (I think you get it at this point: the Toppers are running everything and they've even got their own weird illuminati thing going on).

Public Agenda

It's meant to be a sort of common good thing but systematic and often not even disguised starvation, killing of anyone who asks too many questions and the fact that it's the Toppers who benefit the most from makes everything pretty clear what's really up.

It was initially made as an alliance against the Goners (3-4 foot tall lizard/velociraptor people) but it quickly ran into lots of other enemies on account of it not taking no for an answer when the question of "wanna join?" is brought up so it really became a means for empires that were more concerned about security than being able to expand to tailor to those concerns and the Toppers, who are running everything, to reap endless bounties off of the backs of everyone else and live very luxuriously.

Assets

Their territory is HUGE. How huge? About 1/12 of the Orion Arm huge, being further down it than the CHG (clue for location: barely a dot on a Milky Way map and includes Earth) but not taking up everything further down than it, and then going around the CHG to Earth's right (hint: Earth faces directly down the Orion Arm in this analogy). That might sound small but remember that there's an estimated 100 billion planets in the galaxy so, even with their small portion, they've got billions of planets to mine for resources, colonize and so on at the same time as having room to grow.

Next up: they got 58 intelligent species under their belt, only 13 of which are naturally occuring (others originate in the genetic modification of species that were just a bit short of sapience (chimp level)). This variety is useful to the LIR because it makes it much harder for enemies to make solid plans against them.

Next: Some of the species in the LIR worship the Toppers, with the Toppers actually encouraging this. These are specifically the Sagwalli who are proficient fighters and Tartles who are capable of massively increasing their numbers at any time ( ͡° ͜ʖ ͡°). That said, about 10% of Sagwalli aren't members of the Sagwalli Templar , the Sagwalli religion which worships the Toppers and the majority of Tartles think the Toppers should go [REDACTED].

Next up: travel. The CHG technically has more advanced travel tech than the LIR but most of it is kept secret by the CHG government and most of the individual technologies aren't as developed as the LIR's smaller number of more developed travel technologies. The LIR has portals all over the place and these aren't specifically bonded to any other portal outside of when they're activated and also has better space and time compression tech than the CHG, resulting in them having much faster ships to account for their larger territory and more spread out goodies.

Finally: they got humans among their ranks, most of them being descended from pirates that had to waltz on outta human territory to avoid getting blown up. This means they can send these as spies into the CHG.

History

Once upon a time, there were 8 rings of planets that had been built by the Old Ones around 8 different stars. Each of these planets had portals to the other planets that still worked, meaning that any species on any 1 planet didn't even need space travel to colonize the others. On this network of planets formed 13 closely related (like humans and Neaderthals kinda thing) intelligent species: Toppers (top lads in the LIR) , Bulls and 11 others that don't matter because they're extinct. They didn't get along. In fact, can you guess what a major cause for those other 11 dying out was?

The Bulls and Toppers, after a long time of genocidally warring with one another in which each species formed its own nation, came to a standstill and decided to form a peace that both sides believed would be temporary.

Each side technologically advanced, both coming up with their own inventions and stealing one another's technology in a covert war, and built massive stockpiles of weapons for the day that they'd fight again. Toppers were naturally more intelligent and agile but Bulls were basically walking tanks. Overall, however, the Toppers were definitely ahead and would've "won" (*coughs in the fact that one does not simply "win" in a war of super-weapons*) if the two had entered an all-out clash once again.

The Toppers had built a few dozen moon cities (each on a different moon) and the Bulls were part-way through making one of their own when the Goners (3-4 foot tall lizard/velociraptor people) showed up being all "hippitty hoppitty wow what an amazing collection of habitable worlds I guess they're my property" and the Toppers and Bulls were forced to put aside their differences and unleashed arsenals and armies they'd been building up for 70 years on the Goner forces. Overall, the Goners had to pull out of it despite having better equipment as they were faced with sheer numbers and what might as well have been an infinite ammo hack.

The Topper-Bull alliance, however, couldn't hope to successfully attack the Goners because that'd mean fighting every Goner soldier and their civilians too - something they simply couldn't hope to succeed at. Speaking of it being an "alliance", the Toppers were deliberately more reserved when fighting the Goners, deliberately letting the Bulls lose more of their forces and resources than the Toppers did so that a firm inbalance of power could be established.

Anyhow, the Topper-Bull alliance needed buddies and it needed them fast. They found the Sagwalli and the Toppers in particular helped foster the Sagwalli Templar into existence, which really worried the Bulls because it meant that the Sagwalli would definitely pick the Topper's side if there was a civil war. Next were the Tartles where the Toppers pulled the same crap and the Bulls were simply sick of that and were like "yo dude you can't make them worship you" and the Toppers were like "well maybe you should worship me" and there was a civil war but it was interrupted by the Goners which tipped the scales into equality for both sides so a deal was made where no new species would be forced to worship the Toppers. Yay?

And just as well for the next buddy in the buddy-making adventure was the Finari, who joined the alliance willingly because they themselves knew of the Goners and happened to have a Goner fleet headed for them at the time. Next the Decapuss was found in the waters beneath the ice of Squiggie Planet. And so on.

Then the LIR and Goner Empire went to war again and it was during this that the Goner Empire tried to conquer Earth and failed. Some time later, humanity would go on a very destructive tour of the Goner Empire with the Goner remover 9000 and take over the Goner Empire from within. The LIR would accept Goner refugees as lower class citizens.

However, the LIR had suffered far more casualties and put in more effort than the humans during this and demanded that the humans give them a portion of their new empire or, even better, outright join the LIR. This was a null threat as the LIR had utterly wrecked its economy and military in its most recent war with the Goners and so their invasion was crushed, even if with great difficulty by the underpopulated Mostly Hairless Monkeys Without Tails (Humans) and Goners.

The LIR, unable to go to war with humanity or any other empire at this stage, set about exploring as much space as possible to gain new places for mining and find primitive races to easily conquer. They implored the 7 empires they did find (which consisted of 3 races... yeah not every species is unified) but only 1 of them did and so made plans to wreck them later as its military built itself up again.

Finally, the military is built up again and with 2 more races in the mix, being the Arachs and Snappers, the LIR invades the 6 alien Empires, getting the Avians and the Hedgers under their control as a result. The LIR gets high on having more species and, not finding any more for some time, starts making lots of sapient races from semi-sapient races through genetic modification. They expand, regularly oppose the humans, and add more species to their ranks all the way to the reign of the CHG.

One cool thing that happened during this was the LIR's response to the The Unification War - being to have a civil war. Specifically, the LIR readied an invasion of the Human Empire buuut 5 of those Avian and Hedger empires were still alive (but not quite kicking) as the LIR called off the war to launch this attack on humanity. They left the Sagwalli Templar to guard the LIR from harm, believing the terrifying reputation of the Templar would keep both outside and inside threats from attacking, but this was stupid because the Sagwalli Templar found out that most of the LIR doesn't worship the Toppers and decided they were gonna murder most of the LIR, then the Avians and Hedgers invaded. The Sagwalli Templar got the [DATA EXPUNGED] kicked out of them by LIR rebels, motivated by how the LIR could leave such lunatics to defend them and the need to defend themselves from the Sagwalli, and Avian/Hedger invaders. The LIR had to turn its forces around to deal with this in a massive war in which it finally took out those empires and crushed the rebels and executed all the leaders of the Sagwalli Templar and then had to protect the Sagwalli from attempts at genocide by militias of other species but 80% of the Sagwalli died anyway.

Oh Jeff the insanely intelligent AI you truly deserved better. Anyhow the whole robotnik rebellion mess happens and the LIR launches an invasion lasting through the reigns of both Jeff and Geff, but it's ultimately unsuccessful because hive-minded robots > single-thinking fleshthings. Despite this, the LIR saves humanity's $$ once again by attacking its enemy as Geff is weakened enough by this that the humans and rebel AIs can kick his @$$. The remaining AIs, not wanting to stick around in human territory, flee into the LIR and end up creating a very unsafe area of the LIR as the AIs here often fight among themselves and attack the alien inhabitants. These same robotniks cause huge problems for any LIR fleets trying to attack the CHG as they love a chance to grab the ready-processed materials those fleets consist of and some of them even like the humans (being Jeff-lovers who were opposed to Geff).

The LIR finds The Rotting Servants. and, after some failed attempts at attack, decides to leave them alone for now. Other empires are found and war is declared on all of them as the LIR advances down the Orion Arm with plans on going up it again and against humanity once it's got the whole tip. The LIR swaps the Goners out for humans as the "villain we must unite against" when trying to convince other empires to join them, almost none of whom get jiggy with this because "yeah well humans are on the other side of you so that's your problem and we want our independence".

Then SCHWAZAM IT'S THE OLD ONES MUTHA[REDACTED]! The LIR proves just how endless its forces are as they fight not-quite-side-by-side-but-they're-shooting-the-same-enemy with humans and other space empires against the Old Ones Version 2 and ultimately end up winning so that... oh the humans get almost all the benefits of this as they cut off the LIR from expanding and zoom in to get all of that cool Old One tech? Yikes.

Disbandment

Not yet but I get the feeling that the non-Topper races noticing how the Toppers control everything and not liking it will probably be the end for it. The CHG, while technically able to out-do the LIR if given enough time and basically impossible to attack for the LIR due to numerous factors

Demography and Population

68 intelligent species, only 13 of which are naturally occurring, including humans. None of an intelligent species is allowed on a planet from which intelligent life originated except the intelligent life that originated there itself (confused yet?), while the empires inside of the LIR will often place limits on which species are allowed where within their borders. The direct LIR property is always either for military purposes, in which case nobody is allowed there except those who are part of the military, or for no purposes in which case it's a capitalist madland in which the LIR's military gets to flex its muscles on pirates and swindlers every other second.

Territories

Basically everything more than 1,000 light years further down the Orion Arm than Earth is either its territory or going to be.

Military

The LIR has its own main military but allows its member states to have militaries of their own, so long as these are then put under the control of the LIR as separate military forces from the main one rather than the member state actually have any control over it beyond its funding and personnel (yeah guess what most member states don't bother putting anything into their militaries, except the Sagwalli ( Sagwalli Templar is their military) and Tartles but that's just because they're mentally deficient).

The LIR military itself consists of all sapient and some non-sapient species in the LIR as anyone who joins willingly is in and the LIR also does a lot of conscription. On top of both of these, the LIR has dedicated farms in its military zones for producing lots of soldiers.

Every non-military direct-LIR inhabited planet has a tax or tithe on it of some kind, while member-states are required to pay a portion of their taxed wealth and resources to the LIR. This, as well as not paying its soldiers in anything but the food they need to live and directly acquiring resources for itself, is how the LIR fuels its massive military.

As for military structure: every general is assigned specific resources and personnel and then allowed to organize these however they please. The one who decides what generals get what is the High General, who has to work with what resources the LIR has for assignment and the power to remove or even execute generals so that they may then replace them with individuals of their choice. Now can you guess what species almost all generals and the High General are?

Technological Level

They're collecting plasma from stars and building lots of portals. The CHG actually has much more advanced technology than them such as dimension-hopping and matter duplication but the LIR is able to keep up by being simply massive and can get ships around by having portals all over the place. The LIR's space folding and time compression tech is more advanced than that of the CHG .

Religion

There are countless religions (although most of the population are either atheistic or agnostic) but the LIR likes them to have the common theme of "LIR good" (a lot don't say anything clear about the LIR tho), especially liking those that place at least some divinity on the Toppers. The Toppers are viewed generally as messengers of or being descended from higher deities, with religious stories generally being that the Toppers are bringing all of the intelligent races the gods made together to achieve a common salvation... wait... I think I accidentally made it so the Toppers are basically Halo Prophets and that everything else is everything else oh God no I'm seeing the other similarities am I a fake are any of my ideas actually original how can I consider myself a creative individual Jeff the insanely intelligent AI is just Skynet but with actually good intentions CHG humanity is basically just Halo humanity transitioning into WH40K humanity or is more like on it's way to becoming WH40K humanity oh no oh why

Foreign Relations

Conquer and integrate everything is how they do things. The only ones this hasn't worked with is the humans, at first due to humans getting lucky and the LIR also having to fight races other than humans but later on because the humans actually managed to get pretty OP.

Agriculture & Industry

The LIR is kind of spooked by AIs and so likes to minimize AI use, although their success at this in their member states is very limited. That combined with their advanced tech really just means that everything is done by aliens operating massive machines: massive output of food and goods. However there is also a lot of scarcity for most aliens who aren't Toppers or members of tougher races as the LIR has picked most of the natural resources in its territory clean and relies on recycling to get by; with the recycling not being 100% efficient and so the LIR needs to constantly expand onto new planets beyond its borders to prevent a crisis.

Trade & Transport

Most trade or transport over especially large distances will involve the use of one of the LIR's many, many portals. Aside from this, the technology to fold space and compress time exists and so those ships are moving VERY fast.

The LIR has banned all trade and transport to places outside the LIR but isn't very good at enforcing this and so large-scale trade and transport with outside entities is performed regardless by mega-corporations.

Education

Member states usually provide educations to their citizens but the LIR itself does no such thing and so anyone who is a part of the majority of LIR citizens living in direct-LIR territory has to pay for an education.

Infrastructure

Space stations, bio-spheres, bio-domes, plasma collectors, giant nukes, big space ships, portals all over the place, planet-destroying weapons, terraforming devices and so on.

Legislative Body
The LIR itself is run by the Collective Council, which has its own internal hierarchy and actually consists of lots of smaller councils that each deal with smaller issues but come together for bigger issues. Almost half of this council consists of Toppers and the other half are puppeted by Toppers.

Judicial Body
The appointed manager of a region is basically its absolute dictator so this varies. Crimes within the government such as being known for corruption and someone higher up than you disliking you gets judged by the Lesser Council, which is basically the Collective Council but for less important stuff (fun fact: Collective Council members can sit in on Lesser Council votes and have 3 votes each).
