The Great Khanate

Keep in mind all names used are the ones humans use for these empires and organisations. This is an occasion where the name actually applies quite a bit.

Such an empire as the Great Khanate is only possible because of a few things:

The Old Ones and Planet Loki and how they've affected galactic biology. Without the combination of the 2 the Great Khanate would not be able to find habitable worlds or other empires that have habitable planets for them.

Other empires terraforming worlds for them.

Aggressive militaristic policies while giving very little regard to civil affairs.

Structure

The military is the biggest thing within this empire and the ruler of the nation is also the controller of the military, with most civil affairs being left to advisers in favour of the leaders organising voyages to find other empires and conquest. That said it is quite complicated but simply put: the Great Khanate is supreme over lots of smaller governments from empires that surrendered and so got to keep a lot of their autonomy, culture and systems by which they run themselves.

Public Agenda

Well, it's difficult to pin one down. There are a few different angles they approach things from but conquest is definitely something they like.

Assets

Massive and varied fleets. Highly advanced transportation technology such as wormhole creation (although they have difficulty controlling the location of the other end and so tend to do this in empty space). They know of the CHG's duplication tech and want it but even with their transportation technology the distance is a bit much.

History

7 space empires that rarely got along, none able to fully attack the others due to the threat of superweapons being used on their populations and the defences that they'd all built up at their borders. Poverty was a big problem within these empires as they were always restricting what their citizens could and couldn't have while forcing them to work in gruelling conditions to max out their output to have strong militaries.

An organisation of pirates formed that raided ships containing rations. These pirates allowed members of all species into its ranks while keeping its members well fed and so grew quickly in size, while their tactics made it easy for them to chip away at the fleets of the empires. Eventually, this pirate group got too big and the 7 empires made an alliance against the pirates. Every time these empires tried to face the pirates in open battle they were met by some kind of bonkers but effective tactic and so the pirate group actually ended up being more powerful than the empires.

And what do you do when you have more military might than the government and think things should be done differently? Well, regardless of what you'd do these guys took over, establishing a feathery ruler over all 7 races. Fun fact: part of why they won was because they had the technology of all the 7 empires and crossed the tech in some interesting ways.

Well, it wasn't really that smooth. There were multiple pirate groups that had to be united into one first, sometimes forcefully, but it did happen and pirates did now run the government. What were they to do with all these angsty pirates and the many soldiers of the old empires who wouldn't be content with just getting normal jobs - especially considering this new government didn't actually have the resources to give them all rewards for their service and leaving out either of the 2 factions within the military would lead to civil war?

Well, they were in luck. They knew of another space empire nearby. Several times larger than them, having expanded peacefully as it had only just encountered another empire in the form of the Great Khanate and containing 2 different species; the perfect target. The Great Khanate set itself to work on conquering this larger but weaker empire and did so rather quickly, even if at great cost to the number of remaining soldiers and pirates it had with which to fight.

The remaining soldiers and pirates were rewarded with goods from this new territory. Acquirement of this gave the Great Khanate the resources to learn of many other nearby empires. Terraforming worlds was expensive and difficult. Running this large empire was difficult. It was divided into solar regions with appointed governors who ran these places and dealt with terraforming for the larger government. The Great Khanate's higher government and its military would continue to expand into these other empires, letting governments that surrendered operate under it and vastly improving the lives of the original 7 races who received tribute from the others.

One of the main focuses would always be military might for this expansive empire. Families were rewarded with reduced taxes and, if enough were given, regular payment for giving their children to the military to be made into elite fighters, resulting in an upper class of more combat-capable races as they were given larger rewards for giving up some of their children. The children given up grew up becoming terrifying fighters who would fight ruthlessly for the Great Khanate, with their numbers eventually growing to the point where they made up the majority of the military and any soldiers not raised in the military were usually assigned to non-combat or cannon-fodder roles unless there was an emergency. The Great Khanate temporarily made a program of cloning soldiers to be raised from birth but too many of these went rogue.

Eventually, the Great Khanate encountered the Leshvari and its ally states after receiving messages about the New Old One Empire. Deciding the New Old One Empire to be too big of a problem not to fully concentrate on, the Great Khanate decided to make an alliance with the Leshvari, CHG, LIR, Consumers etc to fight the New Old One Empire. When they emerged victorious, the Great Khanate could refocus its sights on the Leshvari, who had been weakened far more than the Great Khanate by the war.

Demography and Population

21 different species, 7 of them getting special privileges for being in the empire when it started and 4, 2 of them also being in the 7, being part of that military upper class. Terraformed planets are generally large mixtures of different populations and usually only the most urbanised worlds in conquered areas get any serious mixture of species. The area of the 7 original races is very mixed between the 7 species. That said, it is legal to personally terraform worlds (many companies do this) and then charge or deny individuals the right to settle there and then run the place, but the government won't put up with you doing things like slavery or being tyrannical as such will get you shot.

Territories

The Leshvari are a carbon atom, the Great Khanate and New Old One Empires are oxygen atoms. Looking at them looks kinda like looking at a model of carbon dioxide.

That said if you look at it in terms of inhabited regions you'll see that it looks more like a spotty circle as there are many gaps.

Military

Everyone has weapons (even if they're DNA locked and won't fire unless someone in a tower presses a button to make it so they can fire) so massive defensive ability. They have tonnes of warships as they're always producing more from mines on metal planets and their tactics make it possible for them to suffer very few losses compared to their kills. Their soldiers are almost all raised from young ages in combat and made to be very cunning. The remaining military of conquered empires are always integrated into the Great Khanate's military as an extra section of it, while the Great Khanate always makes sure to keep lots of smaller specialised units to meet oddball situations.

There's also the Death Squadrons, made up almost entirely of Sevals (extremely intelligent, strong and fast with brilliant sensory abilities and reflexes. Predatory race, low reproductive ability) in robotic (think of the Spartan armour from Halo) gear. They're there for quickly dealing with situations before they escalate such as some of them being deployed to crush a rebellion as it starts or wipe out a hive minded fungi before it begins the snowball roll towards galactic domination. Those of them that survive to be slightly old are transferred to being high-ranking bodyguards for the Khan and his most important advisers and generals.

Technological Level

Most of their technology is in fast travel. They've also got: plasma, lasers, railgun/plasma hybrid guns that fire bullets so dense that they alter the trajectory of enemy weapons and become difficult for ships to dodge as they have their own gravity. Access to some other dimensions, with time-muckery being a new area that they're currently coming to understand how to do.

Foreign Relations

They're an expansion heavy empire with terraforming technology that isn't very advanced, making conquest of habitable worlds more profitable than terraforming them (although many companies terraform anyway). The relations with them is trying to stall them from trying to invade you while you build up the biggest possible military to hopefully survive when they invade.

Agriculture & Industry

Mostly robotic, with the government producing most of the food in order to keep market prices low, as starving rebels are a bad thing, and generally always running large surpluses of the amount needed for this, so extra food is stored up for emergencies (most planets can now survive a 40 year siege). The fact that most things related to resource acquirement and goods production are automated means that most either seek professions in the military, which leads to them being sidelined by those raised in the military (as most families will give the majority of their children to the military), bounty hunting, crime, or, the largest industry of all in this empire, entertainment. That's right; the government made an equivalent to youtube, complete with AD REVENUE, and large portions of the population make their living off of this. Food and goods are generally very cheap, only ever becoming expensive as a result of taxes that can be fixed by flinging your kids into the military.

Trade & Transport

The pirate organisations were founded upon being able to use multiple technologies at once to reach insane speeds. These guys can create wormholes, have mastered rimmed portals to the point of having portals between planets (as in you just walk - this is a big deal as the CHG has only got space ones and these slightly damage ships - through a portal to go to work on another planet every day), can fold space to a more extreme degree than the CHG and regularly access the same dimension as the CHG military does for quick travel, except private businesses use it too. One of their most important assets is travel as this allows civilians to be kept safe if the empire is attacked (move them to safe places), their battle tactics rely heavily on being able to out-manoeuvre enemies rather than just having bigger guns than them (they rarely have the latter. Also they could very easily move armies within their territory with portals) and being able to transport goods around their empire is vital to their economy as otherwise much of their populace would be starving.

Education

Children raised in the military also end up being brilliant mathematicians, scientists and engineers as they're taught all that in their time there (versatility for different situations is key), which also opens up career paths for when they leave the military. Otherwise education is run by your region, with the Great Khanate also funding projects to educate the populace so that stuff can get done.

Infrastructure

So many portals and hyper-lanes. The Great Khanate doesn't do much other than that but companies are given subsidies to make cool stuff. The government once built a Dyson sphere with the help of numerous companies (which could get the energy from it in proportion to how much of it they built) and this has produced much of the empire's technology. Otherwise most infrastructure is taken from conquered places, such as the reason the Great Khanate has 7 Dyson Spheres and numerous terraforming devices as anything that was government-owned before the Great Khanate rolled in is Great Khanate territory.

It translates to "we take what we desire". Pretty accurate.

2403 - Not yet but there does seem to be a risk of it spontaneously breaking into a million pieces.

Credits can be exchanged with to the government for rations which are produced using robotic/automatic systems and those employed by the government or who give their children into the military receive credits, which sort of makes it the currency but there's still a lot of bartering and some use of old currencies from conquered empires.
Major Exports
All ships leaving the Great Khanate are checked down for anything that the Great Khanate doesn't want leaving and have to be of the Model M72, basically a model with crappy tech so that the neighbouring empire doesn't strip the ship down and end up with powerful tech that might allow it to rival the Great Khanate.
Major Imports
They've got a sort-of-open-borders-policy. Ships entering always have a (belonging to the Great Khanate) military vessel next to them and are checked for any contraband or dangerous things (like having tonnes of cameras that could be used to spy on Great Khanate defenses) and taxed. Compared to how most empires ban trade this is basically "practically in the same country" levels of trade openness.
Legislative Body
Regions, settlements and the like are allowed to run themselves, with there being a general slow sliding towards democracy within the overall state of regions in the empire. All the government really does is collect taxes and put bounties on the heads of anyone who breaks Universal Law (basically the same as federal law), while actually running the place is done in otherwise the same way as it was before a place got conquered.
Judicial Body
There's a bounty system in place and most regions have their own police forces. If anyone can prove you've committed a crime such as having tonnes of eye witnesses or bringing in footage of you blowing up their stuff, then the government can set a bounty on you that is televised across the empire for all bounty hunters to know of. The government distributes weapons that are DNA locked to the individual and can be made to act like bombs if the government pleases, record shots fired, have secret cameras on them and it's illegal to possess any other weapons if you're not in the military, which is pretty good for pirate catching as the government secretly sells weapons on the black market which also have the cameras just so that those that buy them can be arrested.
