United Federation of Nations

The United Federation of Nations is the administrative and representative civil government of Earth and its colonies. The United Federation of Nations(UFN), is the interstellar nation created in 2356 in the Sol system after The Great War. Originally, the UFN was a provisional military organization known as the Terran Starship Command to help the recovery of Earth in the aftermath of the Great War, but after a planet-wide referendum, the state was transformed into the United Federation of Nations as the sole government of Earth.

Structure

The Federal government is governed by the 3 branches of executive, legislative, and judicial. Together, they run the nation on a federal level on a galactic scale. The Federal Council is made up of 26 Ministers, each running a different department of the government With the Prime Minister as the head of the government. Acting as the head of the state and the Federal Council is the Supreme Chancellor, a first among equals who has special powers that were created to allow the Council to act quicker and more decisively in times of emergency. Supreme Chancellors are elected for ten year terms with no term limits set, though this can be shortened or lengthened depending on extraneous circumstances. Their votes count for 2 to act as tie-breakers. The Federal Assembly is a unicameral legislative body that passes and modifies laws. The Supreme Court is the judicial branch that upholds the law in accordance to galactic standard and as set by the United Federation of Nations Constitution. The United Federation of Nations is divided into multiple regional Sectors that govern large swaths of the Earth or of Federation space. These governing bodies act as smaller replicas of the federal government and have provided the UFN the flexibility and capability to govern citizens across thousands of light-years. The United Federation of Nations is composed of several semi-autonomous interstellar sector-governments. The interstellar Sectors are different from the Home world Sectors of Earth, and are inherently convenient bodies for the federal government to manage its interstellar affairs. An interstellar Sector is governed by a Governor who is appointed by the Supreme Chancellor and approved by the Sector's Regional Assembly. Most powers in these regional governments are vested in the Governor's Office, with the Regional Assembly channeling the will of popular sentiment, business interests, scientific and non-governmental organizations. Sectors may be created, expanded, reduced, or dissolved by order of the Supreme Chancellor and on approval of the Federal Assembly. By the late 29th century the United Federation of Nations had hundreds of interstellar Sectors, along with newly acquired territories that would likely later be reformed into new ones.

Culture

The Culture of the United Federation of Nations can at times seem eclectic to outside alien observers and visitors, with numerous languages, religious and philosophical belief systems, and species phenotypes seeming to exist within its borders and carrying the overall title of "human". The most common of these groupings consist of those that largely survived the Great War, mainly the peoples of North America, Scandinavia, Eastern Europe, Central Asia, Africa, India, and Oceania, though this is by no means comprehensive due in part to refugee migrants from South America, East Asia, and Western Europe that settled in new places around the world during and following the war. Initially wary of cross-cultural and inter-ethnic strife during the reconstruction period on Earth, the United Federation of Nations tightly regulates certain cultural practices, most especially among them practices of religion.

Public Agenda

The United Federation of Nations sought to unify the citizens of Earth under a single banner and to never again allow itself to plummet back into the dark ages from internal strife. It seeks to further affirm and acknowledge the Universal rights of all sentient species within and beyond its borders, and striving for peaceful co-existence with the multiple species of the galaxy for peace, prosperity, and security.

While the main and dominant species of the United Federation of Nations are humans, hundreds of species identify themselves as Federals; citizens of the United Federation of Nations.

Territories

The United Federation of Nations spans the entire Milky Way galaxy. While most of the galaxy was peacefully integrated or colonized under Federation jurisdiction, a large swath of the galaxy was forcefully conquered and assimilated from nations deemed a threat to the ideals and national interests of the United Federation of Nations.

Religion

Although a secular state, many religions are practiced within the United Federation of Nations. The United Federation of Nations tightly regulates certain cultural practices, most especially among them practices of religion. Although Freedom of Religion is maintained within the United Federation of Nations, the state takes efforts to ensure that certain practices and organizations remain within the strict boundaries of the law. This task of ensuring religion does not become a danger to society or the state is handled primarily by the Ministry of State Security and the Ministry of Religion.

Foreign Relations

The primary responsibility of the Minister of the Ministry of Foreign Affairs is the implementation of the Federation's foreign policy. The Ministry of Foreign Affairs is responsible for formulating foreign policies, decisions, foreign affairs documents, and statements. It also negotiates and signs bilateral and multilateral foreign treaties and agreements. The agency also dispatches foreign affairs representatives to alien nations and operates embassies on foreign worlds. The United Federation of Nations was one of the original founders of the Galactic Community, and since then has carried increasingly heavy sway in galactic affairs thanks to its combined technological, economical, demographical, and military strength. Envoys are the official representatives of the United Federation of Nations interests and are highly skilled diplomats and instigators. The United Federation of Nations has also been accredited for creating the first universal translator as well as establishing the interstellar embassies of Babylon 5 and the Citadel; the 2 official meeting place of the Galactic community. The United Federation of Nations biggest effort towards strengthening international ties has been building the Birch world of Eternity, a massive habitat built around the supermassive black hole at the center of the Milky Way. This gigastructural construct not only propelled the UFN into a Kardashev-3 civilization, it hosted a population in the quadrillions that come from thousands of different species and nations. The Galactic Senate Rotunda was the official hub of the galactic community on Eternity. At the center of the building was the large, rotund Galactic Senate Chamber. It held seats on circular platforms for the thousands of senators and delegates who would meet to pass laws and discuss legislation. When a member wished to speak, the platform could disconnect from the wall, allowing the member to be seen and heard by all others. In the center was a podium from which the Speaker would direct the business of the Senate.

Agriculture & Industry

The Minister of Agriculture is responsible for the Ministry of Agriculture. The primary responsibility of the Minister and their ministry is ensuring the safety and existence of the Federation's food supply. However, additional responsibilities include the regulation and promotion of agriculture, regulation of genetically modified foodstuff, oversight and approval of new agricultural research and methods, subsidizing agriculture, regulating farms and other food producers, and overseeing the food supplies in the National Reserve. The ministry works closely with the Ministry of Ecology to prevent the introduction of invasive species and prevent environmental damage as a result of industrial-scale farming. The primary responsibility of the Ministry of National Development is developing and maintaining the civilian infrastructure both on Federation planets and in space. The ministry works closely with the Ministry of Colonization and later with sector governments to develop planetary infrastructure. The Ministry is responsible for the Federation's fleet of construction ships which are used to construct almost all space-based infrastructure. After the conquest of a new world, the Ministry of National Development is tasked with rebuilding the world into one worthy of the United Federation of Nations.

Trade & Transport

The primary responsibility of the Minister of Commerce is the promotion of economic growth within the United Federation of Nations. The ministry promotes commerce, regulates industry, designates and regulates trade routes and maintains the Federation's wartime-peacetime economic strategies. In later centuries the Ministry worked closely with the Ministry of Foreign Affairs to regulate trade with foreign governments. The economy of the United Federation of Nations is a relatively open, self-sustaining mixed economy. It is the largest economy in the Milky Way and at one-time, the fastest growing economy in the galaxy fueled with many factors which include but not limited to; sound fiscal and semi-protectionist policy, abundant resources, well-planned infrastructure, high labor productivity, high industrial output and its' status as the major technology innovator of the galaxy. It is notably the only nation capable of achieving post-scarcity economy. While capitalist features such as private ownership, corporations, stock exchange, etc. are widespread and not restricted (and in some administration, heavily encouraged), the state as a whole still plays a heavy role in guiding economic activities in form of macroeconomic plans and dualistic flexible economic policies known as Peacetime-Wartime Policies. Such policies are designed to ensure that in the event of war, the economy of the UFN could be readily shifted toward wartime economies without quickly plunging into economic recession and sudden decrease of quality of life like many other star-nations during times of war, and be readily shifted back to the civilian economy in a relatively smooth process the moment hostilities ended. The citizens of the UFN often prided itself on hosting the galaxy’s most widespread and efficient circular economy due to its common cultural tendency of efficiency and abhorring wastage. From the smallest household into the largest mega-industries, these economic gears are mandated to minimize as much waste, leakage, and harmful emission as possible. Many of the consumer and industrial products are often known for its long-lasting design and ease-of-maintenance, and the so-called ‘Federation standards’ become synonymous with the environmentally-friendly high-quality product not to be found in the typically linear economies across the Milky Way Galaxy and historically become the forerunner of the innovative industrial processes such as biomimicry design, cradle-to-cradle design and industrial ecology, one that vigorously emulated by major economic powerhouses. One of its greatest testaments of the Federation circular economy lies in its extremely profitable recycling industries. Due to the advancement of technologies and industrial processes occurred within the borders of UFN, it becomes entirely possible to break down a highly complex end-product back into the most basic component, be it from the ordinary items of clothing, complex telecommunication products, and even the gargantuan decommissioned starships. Interestingly, Earth itself remains the leading industrial capital of Eco-friendly technologies and recycling industries despite the competition of other major colonies such as Vaikuntha, Rodina, and Jormungand, having hosted some of the largest circular economy-based mega-corporations such as Templin-Keppe, Kinabalu Inc., Elya-Harrison Group and the government-linked RENI (Restoration of Earth's Nature Initiative). Other economic initiative meant to foster circular economy includes, but not limited to, special taxes such as pollution tax, nationwide mass recycling program, ten-years tax break for entrepreneurs adhering to Federation standards, as well as the development of resource-efficient technologies. Unsurprisingly, the circular economy was also utilized by the military to a great extent. The UFN Navy, in particular, is well known due to its sheer ability to re-purpose its aging warship to reconstruct a brand new modern fleet, as it is possible to breakdown the hull of a star-ship down to its alloy components, melted and remolded into a different stronger alloy to construct other star-ships parts. It is estimated by foreign observers that each newly commissioned star-ship could have up to 40% of these recycled alloys. In retrospect, Federation Armed Forces could, in theory, produce 35% more military equipment than the other armed services in the galaxy with the same resources. Despite its large economy (or perhaps, because of it), the UFN is generally self-sufficient; up to 80% of the UTF's vast resources, consumer and the industrial product often goes into its equally large consumer market or amassed into the nation’s already vast reserves meant for the emergency uses such as war, famine, and major disasters. The United Federation of Nations drafted and passed the resolution to establish a Galactic Market and eventually won the bid to host the Market. The market standardized the Energy Credit. The credit has a managed floating exchange rate, calculated in real time by the Galactic Market to maintain the average value of all participating currencies. Some regional currencies are worth more than a credit, and some less. When the Galactic Community established the Market, its various national treasuries were linked into the credit network. A Federation citizen with a bank account of Credit Standards can purchase any item priced in Energy Credits at fair market value. All economies that participate in the credit network are required to price items in both local currency and credits. One of the largest projects of the United Federation of Nations was the construction of several Gateways and mass relays that would tighten the gap between distant stars in the galaxy. The project consumed an innumerable amount of resources and took nearly half a century to complete. The project allowed shortened trade routes and allowed trading to boom. Many trade hubs; a civilian docking area where merchants and traders can conduct business, are established within solar starbases. The offices of a non-governmental organs dedicated to improving the conditions of interstellar trade are also often placed alongside trade hubs. The Trader Enclave enjoy special privileges on the Galactic Market, which can also benefit the Federation. Piracy is a constant threat along trade routes. Hanger bays built into starbases allow Air-force strike-craft to patrol trade routes and protect caravaneers, trade enclaves, bastions, and civilian ships.

Education

The primary responsibility of the Minister of Education is to ensure the delivery of educational services to the Federation's citizenry. The Ministry of Education regulates all aspects of education and runs countless millions of state-run daycares, primary schools, high schools, universities and trade schools. However, the ministry does not have any jurisdiction over military colleges. The Ministry of Education is responsible for reviewing and approving educational curriculums and textbooks, ensuring there is an adequate supply of educational facilities to service a population and ensuring that there are no skill shortages within the Federation populace. The ministry works closely with all aspects of Federation society to ensure that educational curriculums are in line with the needs of the state and the private sector.

The Federal Assembly - the parliamentary senate body of the United Federation of Nations - is the unicameral, representative, and legislative body of the United Federation of Nations. The Federal Assembly includes representatives from each Sector of the United Federation of Nations. Planetary governments appoint delegates to planetary assemblies. Planetary assemblies elect the members of regional Sector assemblies, which in turn elect the senators who would serve on the Federal Assembly. The Federal Assembly consists of 1,024 senators.

Judicial Body

The Supreme Court of the United Federation of Nations is the supreme judicial body for civil, criminal, administrative and other cases under the jurisdiction of common courts, carry out judicial supervision over their activities according to federal law-envisaged procedural forms and provide explanations on the issues of court proceedings. The Supreme Court appoints 21 judges that serve for life and carry out justice in accordance to the United Federation of Nations.
