Supreme Chancellor
The Supreme Chancellor, usually simply known as the Chancellor or Chancellor (name of office holder) and also known as Chancellor of the Republic, Galactic Chancellor, Grand Chancellor, High Chancellor, President of the Republic, was the title of the Head of State and Government of the United Federation of Nations. It is a very prestigious position, and the Chancellor had a grand office in the Olympus Station and in the Triumph Tower in Liberty. The Chancellor was properly addressed as "Your Excellency". The symbol of the office of the Chancellor, as well as the Federation as a whole, was a illustration of the galaxy with stars, each star representing the countless member sectors. The galaxy is intertwined in olive branches, representing the effort for peace. This sigil was also emblazoned prominently on the Chancellor's podium in the center of the Grand Assembly Hall Main Chamber.
Qualifications
An individual anonymously submits an application for candidacy to the Olympus Council and Federal Assembly, which reviews each application and certifies that a candidate fills all qualifications for the office. Approved candidates then campaign in a popular election. All Federation citizens within and without UFN territory are allowed to submit their ballots, which are tabulated over the course of a week by two independent auditing firms and by the Federation government before a winner is certified.
Requirements
Any citizen of the United Federation of Nations of mature age and with a permanent residence record in the United Federation of Nations of not less than 10 years may be elected Supreme Chancellor of the United Federation of Nations.
Appointment
When taking office the Supreme Chancellor of the United Federation of Nations shall take the following oath of loyalty to the people:
"I solemnly affirm in exercising the powers of the Supreme Chancellor of the United Federation of Nations to respect and safeguard the rights and freedoms of Species and Citizen, to observe and protect the Constitution of the United Federation of Nations, to protect the sovereignty and independence, security and integrity of the State, to faithfully serve the people".
The oath shall be taken in a solemn atmosphere in the presence of members of the Olympus Council, senators of the Federal Assembly, and judges of the Constitution Court of the United Federation of Nations.
Duties
The duties of the supreme chancellor of the United Federation of Nations are numerous. The supreme chancellor has the right to executive review of legislation passed by the Federal Assembly, and may veto a bill. From there, the bill may be sent back to the Federal Assembly, which may override the veto if a sufficiently large number of senators vote as such. The chancellor may also introduce bills and resolutions to the Federal Assembly.
The chancellor serves as the commander-in-chief of the Federation's armed forces. The chancellor has the right to declare a state of emergency on a Federation Sector, a political subdivision of a Sector, or in a political subdivision of the Federation itself.
The chancellor is responsible for the appointment of Federation ambassadors/envoys to foreign nations. The chancellor also sets the course for Federation foreign policy, though the Federal Assembly can override the president's foreign policy directives if such a resolution has a sufficiently large majority of senators behind it.
The chancellor also has the power to pardon criminals.
Grounds for Removal/Dismissal
The Supreme Chancellor of the United Federation of Nations may be impeached by the Olympus Council only on the basis of the charges of high treason or another grave crime, advanced by the Federal Assembly and confirmed by the conclusion of the Supreme Court of the United Federation of Nations on the presence of the elements of crime in the actions of the Supreme Chancellor of the United Federation of Nations and by the conclusion of the Constitution Court of the United Federation of Nations confirming that the rules of advancing the charges were observed. The decision of the Federal Assembly on advancing charges and the decision of the Olympus Council on impeaching the Supreme Chancellor shall be adopted by three/fourths of the votes of the total number of Senators of the Federal Assembly and on the initiative of not less than one third of the Ministers of the Olympus Council and with the conclusion of a special commission set up by the Federal Assembly. The decision of the Olympus Council on impeaching the Supreme Chancellor of the United Federation of Nations shall be adopted not later than three months after the Federal Assembly advances the charges against the Supreme Chancellor. If a decision of the Olympus Council is not adopted during this time, the charges against the Supreme Chancellor shall be regarded as accepted. The Chancellor could be removed from office at any time by the Senate with a Vote of No Confidence.
Cultural Significance
The "Leader of the Free World" is a colloquialism, first used during the War in Heaven, to describe either the United Federation of Nations or, more commonly, the Supreme Chancellor of the United States.
