Structure

At the head of the state is the Chief, a position inherited from the original war leaders of the Roccan Resistance. The Chief serves as both Head of State and Commander-in-Chief of the Roccan military. Elected by the eligible citizen population, the Chief holds broad executive powers, including command over military forces, veto authority over legislation, appointment of ministers, and control of executive agencies. Elections are held every five years, using a first-past-the-post system, with no term limits. The Deputy Chief, elected on the same ticket, serves as the second-in-command.
The Federal Roccan Assembly, the unicameral legislative body, consists of 463 representatives, elected every five years. Their first encounter with extraterrestrial life came on March 14, 2166 FS, when a message from an unknown source was received by multiple deep-space radio telescopes. The broadcast, sent in multiple Roccan languages, read: "Congratulations! Your civilization has been selected. Enlightenment may not be free, but at MSI, it's always worth the cost." The implications of this message sent shockwaves through Roccan society. After deliberation among the world's leaders, it was agreed that the message could not be hidden from the public, and the existence of extraterrestrial life was formally announced two days later. Several weeks later, a second message was sent—this time directly to the most powerful nations of Nogg. The message explained the terms of an upcoming "enlightenment" program, where a powerful interstellar megacorporation known as Minamar Specialized Industries would provide advanced technology, eliminate diseases, and uplift the Roccan people to the stars in exchange for a future partnership and a form of "repayment." On June 15, 2166 FS, an MSI Enlightenment Vessel arrived in orbit above Nogg's largest city. The delegation of Olinbar—the ruling species of MSI—was welcomed by an international assembly of Roccan leaders.
