Confederate Systems of Lordania

The Confederate Systems of Lordania (CSL) is an independent interplanetary, intergovernmental confederation that was founded in 2288 in response to growing threats from the Second Lordanian Republic. Its primary goal is the stability and security of member states. It borders the Second Lordanian Republic, Sol Space, and uncharted space. The CSL is officially governed from the Tyannanian moon, Beacon. However the seat of government rotates between systems every 6 years.   It has four primary member states; Nouveaulyon, Tyannani, Indus, and Visser. Each is governed independently, with the CSL having only limited power for internal matters except in emergencies.   Containing the Indus Shipyards and Visser's large mineral supplies, the Confederation is able to massively out-produce other nations. However, it lacks cultural unity, and a centralised government able to take advantage of it. It remains severely weaker than its neighbors.

Structure

A response to the outward imperialistic attitudes of major interstellar nations, the Confederation was designed as a safe-guard against tyrannical governments by placing authority in the hands of individual planets with a rotating leadership. Every six years, control of the Confederation is passed between Tyannani, Nouveaulyon, and Indus. In practice, this has resulted in stagnation and political infighting due to numerous disagreements across the planetary states. Termed The Great Contradiction by philosopher and Brotherhood commander Louis Poincaré, unlike their neighbors; the Second Lordanian Republic, or the Sol Central Government, the CSL is not a unified body. Each planet has its own form of government that is independent to its neighbors. As a result, syndicalist shipbuilders rub shoulders with capitalist democracies, and socialist republics work side-by-side with bureaucratic states. It is rare that any system agrees on a matter, save their own defence and the mutual continuation of the Confederacy, however stagnant it is.   Currently, Tyannani is the leader of the Confederation. This grants the Tyannani government control over the state as a whole, as well as military and economic duties. They are expected to uphold the needs of all members of the confederacy. If they fail to uphold these needs, then one or more states may declare a new election, providing they receive the majority votes in Confederate Court.   The Confederate Court is an independent body, comprised of elected officials from each planet. Political parties are common on all planets, often leading the courts to be accused of factionalism. At the head of the Court is an elected Head of State, known as the State Speaker. The State Speaker is politically neutral and renounces ties to any planet or political party for the duration of their term. They are often seen as the deciding vote, should the courts fail to agree on matters. This makes the position very politically powerful.   Equal in authority to the State Speaker is the President, a recent position created to serve as representative of the entire Confederation, responsible for handling the various branches of government, akin to many other presidential systems. The President was introduced in 2300 as a way of alleviating the political deadlock that is responsible for much of the Confederation's mismanagement.   In 2300, Ivy Arnott was elected State Speaker, and then elected President in 2302. While not law, it was widely expected that the two positions should remain separate. Arnott is considered popular by the people of the Confederation for her attempts at Sol reconciliation.

Public Agenda

With the election of Ivy Arnott to both State Speaker and President, she has enacted many reforms aimed at bringing the nation's resources into the control of its government, rather than individual member states. Each state has their own elected political parties and officials. In practice, they are to represent the desires of their people, but in reality, corruption has become a prominent issue to tackle. It is widely considered that Garcinism, named after Jacques Garcin and his Democratic Principles that founded the state, gave too little power to the central government, resulting in economic downturn and corruption by those able to abuse a system that relied heavily on trust. As a result, a competing belief, known as Poincarism, after Louis Poincaré, that advocates for more centralisation, and reconciliation with Sol, has started to become widespread in the Confederation. Two decades after the death of both men, their differences in philosophy have become the two defining movements of the era.    

The Indus Workers League

  The Indus Workers League advocates for pro-worker unions and a strong focus on industrial growth. However, they disagree strongly on the idea of re-unification, and are strongly for decentralisation of Lordania and Sol. They are massively anti-corporation.   Political Goals

Republic of Tyannani

  The Republic of Tyannani is the one with most to gain from Sol re-unification. As a Parliamentary Republic with heavy influence from political parties, its views and opinions often shift. Fundamentally, it is pro-SCG, and pro-GCC relations. It supports the corporate markets of the SCG, something that puts it at extreme odds with its neighbors.   Political Goals  

United Nouveaulyon Socialist Republics

  The United Nouveaulyon Socialist Republics are overwhelmingly against GCC relations, seeing their xenophobia as unacceptable. Traditionally very anti-Sol, they have recently come to support the idea of friendly relations with Sol. They are most in favor of re-unification with the SCL, but under their terms. Massively anti-authoritarian and pro-decentralised rule, they are often at odds with Tyannanian politicians.   Political Goals

Visser State and Chard Colonial Authority

  The Visser State is largely decentralised, and is reliant on its neighbors for support. It, along with Chard, are the least developed planets in the Confederation, and as a result have very marginal influence on the political system as a whole.

History

Early Lordanian History

  The systems of Tyannani and Noveaulyon were colonised in the mid-22nd century. In 2215 the Lordanian Republic was established, governing the five occupied colonial systems of Lordania, Yuklid, Cinu, Tyannani and Nouveaulyon. As the republic expanded, Denebola was colonised in 2219, Lorriman in 2225 and Visser soon after in 2228. On Tyannani, the founding of the Republic passed mostly without issue, but the planets unexpected geography and archaeological sites complicated the construction of the planet's capital city. In response, many Tyannanians simply moved into the long abandoned Sar'Ket sites. On Nouveaulyon, the United Nouveaulyon Socialist Republics was founded in 2230.   Increasing economic uncertainty and corruption in the senate led to the rise of nationalism and extreme measures in the 40s and 50s, leading to the collapse of Cinu's government, with many refugees migrating to Nouveaulyon, where their descendants remain to this day. In 2460, the election of the openly nationalist Lordanian Unity party causes protest across much of modern day Confederate space. This was largely muted by initial guarantees by the Consul Leonard Percy, however in 2263 a terrorist attack at the Lordanian Senate allowed for the introduction of various emergency powers acts. Shortly after, the People's Republic of Lordania was founded; a fascist dictatorship organized into an Empire led by a permanent Consul. Many Senators opposed this action, and those who were not purged in the first few months escaped to uncharted space and began organising a resistance to the empire. Amongst them was prominent Noveaulyon senator Jacques Garcin, who was able to give prior warning to many political allies and flee into uncharted space.  

People's Republic of Lordania

Full Article: People's Republic of Lordania   Under the occupation of the People's Republic of Lordania, many confederate planets suffered harshly, but saw massive improvements in military strength, infrastructure, urban development, modernisation, cultural exchange, and relative prosperity. These developments came at the heavy cost of tens of thousands killed, millions displaced, and countless brutal reprisals for dissent. Large parts of Tyannani's capital city were constructed during this period, as well as massive upgrades to the Indus Shipyards.   After a long period in exile, multiple exiled senators and military commanders came together in 2268 to form The Brotherhood. The Brotherhood's goals were to establish underground governments-in-exile and arm them with enough weapons to launch a coordinated uprising. This began with the storming of the Kiwkit Arsenal and the first shots of the Lordanian Revolution.  

The Interregnum

  In 2280, a joint action between the people of Tyannani, Nouveaulyon, and the Brotherhood, leads to the establishment of the Democratic League, intent on forming a nation of the various planets under their control. However, this was not backed by all planets of the Lordanian System, many of whom disagreed with the Brotherhood and the Democratic League.   The First Proclamation in 2281 formally granted a significant economic investment by the SCG to all systems that agreed to help form the Second Republic of Lordania, in exchange for full access from the SCG, making them an effective satellite state. In response, the Democratic League issued a scathing attack on Sol Central for their actions, and declared intent on forming a Confederate Systems, on Garcinian principles of a decentralised government and a non-corporate market.   Back and forths between the Second Lordanian Convention (2284), and the Tersten Proclaimation (2285) ended in a complete breakdown of relationships between the pro-Confederate systems and the pro-Sol systems. This breakdown led to the swift formation of the Second Lordanian Republic, and the responding Confederate Systems of Lordania. This marked the end of the Interregnum, and the start of the Lordanian Cold War.  

Early Years of the Confederation

  The Confederation has done its job of preventing any single individual of amassing dictatorial powers, however many consider it to be too far in the other direction, preventing efficient rule and administration of the state. Each member disagrees and cannot come to a resolution, resulting in economic stagnation and political machinations. In 2300, Ivy Arnott was elected to State Speaker, and then in 2302 to President. Holding both roles, she has become the most powerful person in the Confederation, and seems intent on unifying their positions into a powerful central figure. It is yet to be determined if she will use this authority for the benefit of the people, or herself.
