Jacques Garcin

Jacques Garcin was a Nouveaulyon senator and a political commander of The Brotherhood. He, along with co-leaders Louis Poincaré and Cho Hyun-joo, founded the Brotherhood in response to the People's Republic of Lordania's attempted purges on moderate and opposing political figures, Garcin included. Garcin remained underground as Brotherhood leader, first from the Brotherhood flagship Respite, and then their stronghold on Nouveaulyon. He is considered the founding father of the Confederate Systems of Lordania, with his Democratic Principles manifesto being the primary influence of on the Confederate charter.
Born on Nouveaulyon in 2216, Garcin became a prominent socialist politician working to maintain the careful network of self-dependent states that made up the UNSR United Nouveaulyon Socialist Republics, which was a political union that existed from 2230 until 2263, and then was re-established in 2282, where it continues into the present day.
Garcin died in 2283 in Nouveaulyon. While his cause of death was originally specified as an undisclosed illness, his son Jean-Luc Garcin revealed in 2302 that he in fact died of cancer.

Morality & Philosophy

Garcin's political theory -collectively understood as Garcinism- were laid down in his manifesto, the Democratic Principles. It presented that unjust authority inherently stemmed from the state, and that only a decentralised government that represents nations and cultures is capable of resisting those who seek to profit over others.  It has become the founding ethos of the Confederation. 
It is opposed to the political beliefs of his ally Louis Poincaré, which has found followers in the Second Lordanian Republic and Sol. Garcin disagreed with the concept of the Paladin d'Égalité, claiming any well meaning system and people can be misled by populists and extremists, going as far as to call it "A system by which the Terror of old is enforced." Garcin did not believe any system could be trusted and thus should be given power only by those who best represent the people, with no one individual having any perceived power over another, irregardless of their intentions to "protect against tyranny."  He sparked further controversy by acknowledging that, to the enemy, even actions taken by good people can be perceived as tyranny.  
"Having witnessed trials of so many young people who's crime of collaboration stemmed from a perceived sense of injustice and instability, directly created by the necessary actions of resistance fighters, I cannot help but understand that to many people, we too were tyrants."
While the context of this quote was to highlight that the concept of tyranny differs between people, and that populism can influence the perception of tyranny, many people have taken it to mean he was sympathetic to collaborators.
