Second Lordanian Republic
The Second Lordanian Republic (SLR), is an autonomous state within the United Nations of Sol-Aligned Systems. It is an interplanetary, intergovernmental federal republic, with its capital on Lordania, located at the heart of the Lordanian Cluster. It owes a great deal to the United Nations of Sol, who rebuilt much of Lordania following the Lordanian Revolution. It borders the Vasakkad to the galactic north, the Union of Radical Transhumanists to the west, the Fregherikan Democratic Republic to the south, and most importantly, the Confederate Systems of Lordania (CSL) to the east. The CSL is an independent state that lies in opposition to the SLR. The current Supreme Chancellor is William Harrow, following the death of the previous (and first) chancellor Diana Ndiaye.
The Second Lordanian Republic was founded in 2287 following the Lordanian Interregnum Period that began in 2280 with the collapse of the People's Republic of Lordania, the previous superpower that had dominated the entire cluster. During this period, the planets of the cluster were effectively independent, bound together by a loose assortment of alliances and agreements. Civil unrest on Lordania and Yuklid led to the arrival of the United Nations of Sol, who sent resources and aid in exchange for closer ties to their economic sphere. Following a period of negotiations, the Second Lordanian Republic was born, tied heavily to Sol's markets. In exchange for significant investment and political autonomy, the SLR would become a member state of the greater United Nations of Sol. Many in the SLR saw this as an inevitable move that saved the Lordanian economy, whereas others, such as the Confederate Systems, see this as an annexation and as a way for many war criminals to escape justice by fleeing into Sol. The founding of the SLR directly led to the CSL's formation a year later, setting the stage for what many people have dubbed the Lordanian Cold War.
The Second Lordanian Republic contains 6 member states, with each planet electing one hundred representatives from differing political parties to represent their issues in the Great House of Lordania.
Political Structure
The Second Lordanian Republic is an autocratic republic. While its member states retain jurisdiction over themselves and elect representatives to the Great House of Lordania, the seat of power, the Chancellery, is (excluding 5 members) appointed from within themselves and afforded a great deal of power over daily political procedures. Despite their power, the Republic has a very hands off approach to government, preferring to let its member-states conduct their own political and economic affairs, with some oversight from the central government. Federal Laws are proposed in the House of Lordania, but must be ratified with a majority approval by the Chancellery. The Republic is considered autocratic due to the hereditary nature of its Upper House, with the Chancellery choosing a candidate from within themselves to assume the position Chancellor Superior, considered Head of State. This semi-autocratic nature of the SLR has drawn much criticism, however the government has shown little desire to change. Owing to the decentralised nature of the Republic, planetary politics are rarely influenced by the Chancellery, with the exception of federal law and humanitarian intervention. On places such as Tersten and Cinu, with heavy democratic leanings, federal law is often considered federal recommendations, and the SLR have had trouble enforcing their will in some of the most hard to reach places. It is widely seen as more trouble than it is worth, and no Chancellor to date has attempted to subvert this system without significant ostracism from their peers. While the Chancellery is considered to be paternalistic and conservative, the elected Great House of Lordania is heavily dominated by party politics and a great deal of political freedom and expression. In the Great House, tea is shared between Cinuan Socialists and Lordanian Capitalists, and all parties are loosely bound by a collective shared trauma under the Unitarian Party, and are quick to oppose any rash action taken by the Chancellery. As such, the Second Lordanian Republic is considered to be dominated by Lordanian Neo-Conservatism, with its nationalised health, education, and social care, contrasting with privatised infrastructure, free trade economic policies, and a growing bubble dubbed the "Lordanian Economic Reassurance" that is bound to burst one of these days. Despite claiming to advocate for social welfare and pro-socialist beliefs, the SLR's paternalistic conservatism has been strongly criticised by leftists across human space.Great House of Lordania
The Great House of Lordania is the lower house of the Second Lordanian Republic, and its most important. Each of the six member states elect one hundred representatives to convene at the Great House to address planetary matters. The Representatives make up different parties and beliefs, allowing for matters to be properly debated. However, any matters pertaining to multi-planetary and external affairs are made to pass through the Chancellery for further debate.
Chancellery
The Chancellery is the upper house of the Second Lordanian Republic, comprised of 50 hereditary Chancellors, picked by other chancellors from a "selection of people with complementary moral character". Due to the unspecific nature of this criteria, this election selection is often considered the least transparent part of the government, with some Chancellors accepting the flawed nature of this selection process. This position is consider one of the most powerful in the Republic, and one of the most elite.
Supreme Chancellor
At the head of the both the Chancellery and the Senate is the Supreme Chancellor, sitting as Head of State. Despite its impressions, the Supreme Chancellor does not wield executive power, but rather as the final word of the Chancellery. This position is appointed from within the Chancellery. Currently, William Harrow is the Supreme Chancellor, having been appointed the position in 2300 following the death of Diana Ndiaye.History
For roughly sixty years, the Lordanian Cluster was governed by the First Lordanian Republic. Centered on the capital world of Lordania, the Republic was ruled by the Lordanian Senate, which in turn was led by a Consul. While founded on idealistic principles, as time went on, many sections of the Government became either inefficient or corrupt. Opposition between senators became common, and the senate was unable to deal effectively with disputes that arose between the member worlds of the Republic. With growing protest from the planets over one-sided trade deals and decades of economic exploitation, terrorist attacks became common, both by desperate individuals, and by those who had something to gain from the matter.
By the mid 23rd century, this growth had become stagnancy, and political turmoil allowed for the rise of fascist elements of the Government, culminating in the election of the Unitarian Party, and the establishment of the authoritarian People's Republic of Lordania. The People's Republic ruled the cluster from 2260 to 2280. During this period, the highly centralised nation was directly ruled by Consul Leonard Percy and his cabal. This period led to a massive militarisation and infrastructural improvement, allowing many planets to grow wealthy on the backs of those oppressed by this system. It was a dark period of history in which many individuals gave up their lives in the pursuit of liberty and democracy.
What is known of the vastly confidential and mostly destroyed history of the inner workings of the PRL, is that a group of high ranking individuals known as the Vidento Eight, played a vital role in leaking information to The Brotherhood, kickstarting the Lordanian Revolution. This bloody revolution culminated in widespread destruction, and the consul and his high command dead.
With much of the PRL's leadership dead, and to prevent a military takeover, surviving members of the government voted to declare the PRL disbanded in 2280. This gave rise to a period of Lordanian history known as the Interregnum. For a brief 8 year period, there was no form of interplantary Government, with all systems being largely independent. Many planets, such as Tersten and Cinu prospered greatly during this time. However, planets such as Lordania did not wish to see themselves blamed for the actions of the PRL and instead called for outside aid in the form of the United Systems of Sol. In response, Tyannani and Nouveaulyon declared the formation of the Democratic League, the precursor to the Confederate Systems.
In 2286, with support of Sol, the Second Lordanian Republic was founded on the planet Yuklid V. The Second Republic's first act was to pardon the thousands of political conscripts still held in prisons and penal camps. A mass campaign of 'De-Fascistification' occurred, though this is a contentious and hard to describe period of early SRL history. In response, the Confederate Systems was founded in 2288. The Lordanian Cluster had been torn down the middle.
New Republic
The modern Republic has faced many challenges in its 30 year history, including the Gaia Conflict as well as the various political situations. Tties with Sol render it a powerful force in the Cluster, and many of the warships that make up the Lordanian Fleet are repurposed Sol Vessels. The Lordanian Republic holds tight control over its planets. Due to the shipyards of Denebola being under Confederate control, much of the Republic's fleet has moved to Tersten, which has seen a rise in military activity on the usually backwater world. While the Republic and the Confederate maintain a truce, in recent years, this has slowly broken down. Border skirmishes in the Outer Rim have become more common. Neutral parties have moved in to attempt to contain the truce, as a war between the Republic and the Confederate would likely expand to a war between many different parties.Territories
The Second Lordanian Republic is in control of roughly half the Lordanian Cluster. As the Republic is comprised of six individual member states, its actual control of this land is nebulous. Each planet has its own political and geographic situation to address. The majority of nations are democratic republics, but some exceptions are present in various isolated regions.
Lordanian Federal District
The Lordanian Federal District is the de facto government of the planet Lordania. The planet is divided into various major city states, with the city of Waterpool being considered its capital. The Second Lordanian Republic rules directly from here, with most of the planet under their direct control. It is from Lordania that the People's Republic ruled, instituting an authoritarian regime that lasted for around 20 years, before its complete collapse following the Destruction of the Lordanian Senate, an act that heavily destabilised the planet, and led to the rapid decline of New Ares, and Aresian power over Lordania.Republic of Kingston
The Republic of Kingston is an intranational republic, more akin to a federal united nations than a single entity. Kingston is an island world, with the majority of its islands being considered their own sovereign state, given representation within the Republic of Kingston itself. The Republic was built from the ground up following the collapse of the People's Republic, and has developed a proud independence streak, more aligned with the greater United Nations of Sol than with the ideas of the Second Lordanian Republic.Republic of Yuklid
The Republic of Yuklid, better known as the United Provinces of Yuklid, is a collection of largely autonomous regions, bound together by a shared economic and political sphere. It is considered to be an Arywenn Socialist Republic, enacted following the return of their 'founding figure', Cho Hyun-joo following the Lordanian Revolution.Cinuan Union
The Cinuan Union is an intranational republic, and a deliberative democracy. It prides itself on being the most egalitarian and equal of the SLR. It has various nations that come together to debate, discuss, and cooperate on their political system. Effectively isolated from the greater interstellar stage, the Cinuans have focused on their planet and people since the end of the Revolution. It is a source of much contention between the SLR and the CSL, as Cinu is technically a member of both.Republic of Tersten
The Republic of Tersten is an intranational federal republic, comprising the Republic and its countless member states. Tersten is far from united, home to hundreds of independent polities that all effectively agree to be part of the greater Republic of Tersten. However, it is bursting at the seams, with tensions brewing underneath between various factions and nations within the Republic.Lorrimantu
Lorrimantu, and the Scientific Institute of Lorriman are utterly entwined. Lorrimantu is the civilian government of Lorriman, a democratic institution appointed and overseen by the civilian side of Lorriman. However, it is largely subservient to the true controllers of the planet, its Scientific Institute, controlled by a board of directors and making Lorriman a Technocratic Republic. The Institute, with support from the United Nations of Sol, has several projects being developed within the Ninae System, testing weapons and other military technologies.Technological Level
The planets of the Second Lordanian Republic experience varying degrees of technological development and quality of life. While the state would like to say that free and instant access to basic human rights such as food, water, housing, education, internet, and healthcare, it is very difficult to institute a planet-wide program to solve these issues, let alone multi-planetary. As such, the largest concentration of development tends to be around planetary capitals and major cities.
Their presence is most felt on Lordania, Kingston, and Yuklid, where the SLR can be found in most major cities. However, on planets such as Cinu, Tersten, and Lorriman, the authority of the SLR is much lesser, and it tends to be left to local leadership.
With Lorriman lying under SLR influence, they have a significant technological edge over the CSL, with various military projects being undertaken by the Lorriman Institute of Science.
