Leilon Town Council Meeting (5 Mirtul)

On 5 Mirtul, Collateral Damage and Nárthurl attended a Leilon Town Council meeting at the town hall. Amethyst Mountainbender also attended the meeting in disguise.

Inside the meeting room, there were spots for the five council members at a table at the head of the room:

Several townsfolk were in attendance, waiting for the meeting to begin, including Toburny Lynnris, Puck Caribdas and Raphaella Umber.

After the group took their seats, Hazz Yorum approached Narthurl, asking who was accompanying him to the meeting. The group introduced themselves to Hazz, but they were light on details (and Conor McGregor didn't reveal his last name).

Grizzelda pounded her gavel at the front table to quiet the room, and she announced that the meeting would be starting shortly behind schedule because they were waiting for one more individual to arrive. Just then, arriving in the meeting room was Val Thollo, lawmaster of Neverwinter, along with several guards. After greeting Grizzelda and the rest of the council, Val sat with her guards at a side table and looked across the attendees, paying special attention to Conor and Herb Stoner. Finally, just before the start of the meeting, a hooded figure - later revealed to be Amethyst - entered and sat near the back of the room.

Agenda Item #1: Leilon Fight Club

Grizzelda Copperwraught officially called the meeting to order and asked Toburny Lynnris to step forward for the first agenda item of the meeting, the Leilon Fight Club.

Toburny proposed the fight club becoming an officially-sanctioned group and event by the Leilon Town Council. Hazz Yorum expressed his concern about members of the town guard getting injured, but Puck Caribdas - a cleric and caretaker of the Leilon Shrine of Luck - stepped forward and explained how he ensured the participants weren't permanently injured. The town mage Gallio Elibro asked about how they captured and secured undead creatures from the Mere of Dead Men, and Toburny detailed his process for doing so in a safe way.

After some additional questions and answers, the town council agreed to allow the fight club to operate, but the council ruled that they need to be informed of any new kinds of monsters he planned to capture and use for fights.

Agenda Item #2: Claugiyliamatar

Grizzelda Copperwraught moved on to the second agenda item, inviting Raphaella Umber forward to discuss security concerns about Claugiyliamatar from the Kryptgarden Forest. After walking to the podium, Raphaella pleaded her case:

"I would like to begin my comments by thanking all of you for your efforts to keep the citizens of Leilon safe. There are many dangers in the world, and a strong military defense, and an active patrol, are both critical to defending civilization itself.

"But today, I am here to make the case for a different approach. The focus of the military forces of our town - correct me if I’m wrong - but their focus has been on defeating the undead threat from the Mere of Dead Men. I am not here today to say that zombies and other creatures from the mere are not dangerous. They are. But there are bigger, more ferocious, more cunning, more destructive threats that we are currently doing nothing about.

"We can deny that she’s there all we want, but we all know that the dragon of the Kryptgarden Forest is the true threat to our lives. That ancient green dragon, Claugiyliamatar, 'Old Gnawbone,' she could wipe us all out in a minute if she wanted to, and we’re pretending she doesn’t live next door. Here in Leilon, we’re the closest town to her lair. We’re spending our time killing zombies for sport, but our efforts should be directed to killing the dragon."

And I know no one wants to bring it up, but why can't we use the Ruinstone? All of us have been wondering about the Ruinstone since...

After bringing up the Ruinstone, Gallio Elibro stood up and shouted "How dare you bring up the Ruinstone! You know not what you speak of, or how it works! And also..." Other individuals in the room then started shouting back and forth, including some of the townsfolk in attendance.

Grizzelda pounded her gavel, calling for order. She said "Raphaella, you know not to bring that up here. Do you have anything else to say?" Raphaella responded, saying "Thank you, Townmaster. Well, the last thing I’ll say is Lord Neverember, in all his mighty wisdom, if he truly cares about this town, he should send the military forces of Neverwinter down and kill that dragon. Yes, many will die, but with enough men and enough strategy, any living thing can be killed. I will respect the decision of this town council, but I cannot let this go any further without saying something. Please consider this. Our lives, and our futures, are at risk. Thank you."

Grizzelda called for a recess, and Gallio stormed out of the room. Rayphlárd and Tubby turned to the person next to them, asking what the deal was with the Ruinstone; that person told Rayphlard and Tubby that Gallio must be embarrassed about letting it slip that thee Ruinstone was still here in Leilon. They explained that the Ruinstone was the thing that released all of those monsters that destroyed Leilon all those years ago.

Agenda Item #3: Cult of Talos

After returning from the short recess, Grizzelda Copperwraught called the meeting back to order. She started by introducing Val Thollo, the lawmaster of Neverwinter. Grizzelda explained that Lord Neverember was interested in knowing more about what had been happening with the Cult of Talos, so he sent Val to Leilon to hear from the locals.

Grizzelda called Nárthurl forward to speak, and his cousin Rayphlárd (and Tubby) joined him at the podium. Narthurl said "Townmaster Copperwraught, town council, I’ve brought my cousin Rayphlard and his friends with me tonight. Because of recent events, I’m worried for my own safety and the safety of my family. Rayphlard and the others here, they can defend themselves, and they have first-hand experience with the Cult of Talos, so I’ve invited them here to speak instead of me." Narthurl then sat down.

Rayphlard then addressed the council, summarizing what happened first in Phandalin and then the Tower of Storms on the Brontide Cliffs. Council members Gallio Elibro, Hazz Yorum and Vangol Kuskolt asked questions about the cult and their abilities, and Rayphlard answered them.

Val Thollo then took over the questioning, but her questions were more about Rayphlard and his friends than they were about the Cult of Talos. She asked each of them where they were from, and where they learned their abilities as adventurers.

  • Herb Stoner didn't say anything out loud, but he cast a message to Val, telling her that he doesn't want to say anything in public.
  • Conor McGregor lied and said he was was "Conor McMillan," a farmer from Phandalin, and he met Rayphlard when Rayphlard showed up one day.
  • Shinzon Greenshadow also lied and said he was primarily from Neverwinter, and he became a friend of Rayphlard after moving to Leilon.

Val responded, saying "If we come to need assistance against these cultists, we will be contacting you. We won’t succeed without you. Thank you for your cooperation." Grizzelda then ended the meeting.

Purpose / Function

The Leilon Town Council, led by townmaster Grizzelda Copperwraught, holds its meetings in the town hall.

The Leilon Town Guard typically has at least two guards stationed outside the building's entrance at all times.
