Tumult

The Veritian Leaf's third biggest nation in the era of the Dormant Rise. It is a kingdom founded by the line of Iscalon, a human lord who unified a group of central city states against the dragon Meirvyrth. The victory cemented the rule of the line, though it has a powerful aristocracy who rivals the monarch's power and influence. It is located in the middle western portion of the leaf, between the 3rd and 5th minor vein (there are 8 veins stretching out of the central vein). It once stretched further south to encompass the mage city of Val'ul, but the magic city successfully seceded from Tumult in year 935. Felicity is it's capital city.

Structure

It is a kingdom which it's king is also the head of the military. There is also a powerful aristocracy owning and ruling various provinces of Tumult. There are 5 main families (previously 7, but the Silvergrafts died off in the Dance Incident, and the Salmonpuddles were in decline since the Val'ul civil war), and many other minor nobles and nouveau rich holding a sizable amount of power. The five families and their holdings are the Granthams (holding a good portion of Felicity and the Crossroads region), the Van Hydens (holding much of the southern region near Pinecone alongside what once was Salmonpuddle land), the Ambershard dwarves (holding the eastern mountain regions all the way up to Third), the Willowrush halflings (holding much of the Felicity Hills) and the Szerebans (holding the largest territory though most sparsely populated north western region from Dusk to Gilburrow). King Bedrich tried to consolidate power, claiming the holdings of defunct and traitorous nobility in the hopes to place more authority in the crown. After his death, all these claims returned to the respective noble families as King Lairus needed to earn their favor to take the throne. He even reinstated some distant relations of Silvergraft and Salmonpuddles to show his support of the nobility.

Culture

Tumult culture is fairly open and easy going not out of some sense of tolerance, but rather out of an arrogance that Tumult shall never be defeated (though it lost a war with Val'ul and are surrounded by threats on every side). They are religiously open, barring some displeasure with the Mineosians. The reign of Bedrich shook this arrogance, as it was a major shame to their military might, and they had to kowtow to the Sovereign Peoples of Neih. Whether they liked Bedrich or not, this was a cultural blow. They are still war ready, though.

Public Agenda

During the reign of Bedrich, the public agenda was the destruction of the Dormant. After that, Tumult worked to rebuild.

History

Tumult started when a Lord Iscalon of the city state of Felicity resisted the Dragon Blight. The Green Dragon Meirvyrth was planning to make the region into cosmic crystal mines for her Gith shipwrights, replenishing their navy for further conquests north and south. The region proved hard to subdue. When one of Meirvyrth's brood was slain by Iscalon, the city of Felicity was spurred into revolt. And when the Gith subjugation force came to subdue the uprising, they too were repelled. This started Iscalon's campaign, as he went city to city making a unified force against Meirvyrth. Plagued by guerrilla warfare, Meirvyrth's gith forces were spread to thin to hold the region, and one by one her brood were perishing in ambushes. Iscalon even got the mages of Val'ul on board, using to magic to find hidden green dragons. On the year 736, Iscalon declared Tumult's indepence. This enraged Meirvyrth, who then lead her forces into Iscalon's trap. The trap proved irrecoverable for Meirvyrth, has her defeat sowed the seeds of treachery in the gith, who slew her when she went back to her own continental leaf to recover. Though the founding of Tumult was meant as a taunt for Meirvyrth, the leaders of the city states liked it. They placed Iscalon on the throne of their new nation, and though he died later in the Dragon Blight against Balmerrait at Break, his line has ruled ever since.   Other key events in Tumult history include the Val'ul Civil War, the Defense against the Second Mineosian Crusade, the Assassination of King Iscalon the Fourth, the Frozen War, the Demon Troubles, the Southern Green Revolution, and the Rise of Lich King Bedrich.   In 1052, after 10 years of war against the Dormant, King Bedrich declared war on the Sovereign Peoples of Neih who were regularly hindering their efforts. They lost this war, and Bedrich died in the fighting. King Lairus, a bastard with a claim (though secretly was the fraud Malvo), took the throne after him.

Demography and Population

Tumult has around 2 million citizens. Most are human, but there are sizable dwarf, elf, halfling, gnome and tiefling populations.   Half of the population lives in and around Felicity, growing smaller and smaller the further one moves away from the capitol.

Religion

Tumult is religiously free, and their government remains secular. Many different faiths find their way here, but there are three of note.   1. The Pelorian Revival: A return to the worship of a Lesser Realm god, the sun god Pelor.   2. Worship of Neih: A revival of the Branch of Neih brought along by the Prophet Frillith.   3. Demon Worship: Many consider this now defunct with the defeat of Asmodeus at Dusk, but remnants remain of the influence of this sect of worshippers of the lord of the Nine Hells.   4. Summer Worship: Mostly isolated to the halfling city of Third there is the worship of the Seraph of Summer. There has been an increase in Summer Worship with the arrival of Evermore refugees thanks to the Dormant Advance.

Foreign Relations

(During the Dormant Rise)   Tumult is allied with The Bludgeon Halls, and have been since its inception. They maintain a good relationship, being the primary trade partner with each other. The closing of the Bludgeon Halls border in 1039 has slightly affected this relationship, but not enough to cause tension.   Tumult attempted to create better relations with the elves of Dakath, but their emissaries were unfortunately killed in the Dance Incident of 1040. Dakath has not declared open war for this, as they have their own civil conflict to deal with, but the relationship has soured because of it.   Tumult is technically at war with the Church of Veritas, but try to keep it between them and the Branch of Mineos (thus the Mineosian Crusade). This is a war of defense, maintaining their independence from foreign aggression. Tumult has no plans to retaliate beyond pushing the crusaders out of their borders, to the chagrin of those most affected (Dusk and Third).   Tumult is trying to reclaim Val'ul through marriage. Val'ul seemed fine with this venture, as it meant half the monarchy's power was to be Val'ulian. This was soured by the death of their emissaries at the hands of an assassin for the Val'ul Resistance League (VRL) headed by the Van Hyden family. Plans were still for reunification, but Val'ul disappeared after the temporal bubble incident at the end of the year 1040.   After the Frozen War, relations with the Fey city of Silihadron have gotten much better.   Most other city states trade heavily with Tumult, and are far less militarily capable. Thus they maintain the best relationship they can. But they tend to go under the radar.   Tumult has declared war on the Dormant Lands.

Agriculture & Industry

Tumult is known for its wheat fields in the Southern regions. It produces enough wheat to feed the majority of the Veritian Leaf. This greatly lowers food prices worldwide, but it maintains a general hunger free society for Tumult. But, there is a problem of over production, with farmers spending much of their time keeping the growth at bay. Many groups envy this abundant region, and others see it as a weakness in Tumult (their main food supply).

Legislative Body
Law is determined by local nobility, while frontier law is determined by the military (thus the king). The nobility keep each other in check, with citizens of one region being able to petition a neighboring Lord or Lady for support if there is instances of tyrannical or oppressive activity. The king also keeps the Lords and Ladies in check via random checks (though this is mainly to check for financial crimes and tax evasion, rather than justice issues). Many nobles delegate this task to their sheriffs or mayors.
Judicial Body
There is a military court for crimes which local jurisdictions cannot handle.    For high crimes there is the court of Felicity (run by the Grantham family) which judges cases of great import (such as the assassination of King Iscalon). Though many places simply execute people suspected of such a crime, Tumult has established this court in case they make dire mistakes (such as a few cases during the Val'ul civil war, where mages thought to be affiliated with Val'ul were executed hastily, which they found out later killed their magic competitiveness in that conflict). But much of this court has become theatre, especially when it comes to crimes done by the elite.
