Technocrat

The Planetary Technocrat of Uranus is an unusual post. Uranus has, from the very beginning of the Pan-Solar Consortium, only ever had one Technocrat that they would accede to; the most advanced artificial being in human space. CAELUS the Omnikon is a being that is universally respected by the Uranians. It dictates their daily lives, dictates which of them is chosen for what task, and even 'names' them with a serial number. Uranians often take these numbers more personally than their own names. The Omnikron is so advanced and able to produce so many recursive loops per second that when the laws came down to shackle the AI, it should be exempt as it counts as a 'Meta-Intelligence' instead, being as advanced over AI as AI is over Synthetic Intelligence, if not more. The Uranians managed to convinced the human race and CAELUS the Omnikon was exempt from the laws requiring the installation of a Cricket, which came as a bit of a relief to the Speaker for Mankind at the time, as nobody was sure how CAELUS would have interacted with a Cricket. To make non-Uranians even more nervous, as Technocrat, CAELUS commands an all-AI Planetary Defense Force, the Tenth Grand Army of Uranus, so-called because the current iteration is the tenth time the whole army has been scrapped, recycled, and rebuilt to keep up with technology.

The Dynamo

The Uranus Dynamo, the megastructural body of CAELUS the Omnikon, consists of two gargantuan, interconnected rings that encircle the planet. The inner ring, with a diameter of 63,200 miles, bisects Uranus vertically, its massive, lattice-like framework comprised of super-dense, crystalline materials. This inner ring is deliberately unbalanced, causing it to wobble and oscillate as it "falls" toward the planet, only to be arrested by the intricate system of pressors and gravitational stabilizers. The outer ring, with a diameter of 94,400 miles, intersects the inner ring at a 45-degree angle to the poles, forming a colossal, three-dimensional cross. This outer ring rotates in a precise, clockwork motion, its movement synchronized with the inner ring's wobble. The dynamo's framework is reinforced by a latticework of energy transmission conduits, thermal management systems, and gravitational compensation networks. Suspended within the upper atmosphere of Uranus, a colossal, 21,000-foot-across supercomputer – CAELUS's central processing unit – hangs like a gleaming, crystalline orb, its surface etched with intricate patterns of quantum computational matrices. The entire structure hums with energy, as the delicate dance of gravitational forces, rotational kinematics, and electromagnetic induction generates the tremendous power required to sustain CAELUS's Meta-Intelligence as well as empower the Tesla Web, a cloud of subatomic energy that provides wireless background power to every moon in Uranus's orbit.

A Cult of Genius

Uranians respect one thing; intelligence. Every other consideration, from morality to accomplishments to success, pale in comparison next to the emphasis that the Uranite put onto raw brain power. They have all sorts of tests to measure it, methods to expand it, and it is directly noted in their serial numbers. Visitors with subpar intelligence are quickly recognized and coldly if politely stigmatized. Five Moons Miranda is the smallest moon, boasting a world ocean with aquatic megafauna managed by surface cities that float around on a migratory schedule. Ariel is the fourth largest moon, and is covered in mostly water with a few islands breaching the surface. The pressors and lenseskeep Ariel as a near-paradise. Umbriel is in a similar state, though with more land and deep-water trenches that used to be craters that now house colonies of aquatic megafauna. Oberon is the second largest moon and is home of the Oberon Research Guild, a thinktank that pays vast populations to run large-scale population simulations. Finally, Titania boasts a large metropolis across its entire surface.
