Government

The Pavis Town Council controls the town, administering through the Guilds of the town to control almost every element of the town's daily life.

Defences

The walls of the city are Runic - this means that they are bonded Dwarven stone that can 'self repair'. In addition, the standing watch of the town are at least 10% of the population (1200) - making it a well managed town. However, Pavis/Pavia is the home to Hiddenhold NE which is rumored to lie deep below the town.

Industry & Trade

The Town specialises in the fishing trade of the river, but also in the major trading of furs, meat and metals from the Dwarven Central Plateau and the Split Reaches to the North East of the Kingdom of Atlantis. Most elements of the Town revolve around the successful moving of goods from Pavia to Atlantis itself.

Infrastructure

The town is established to make the most of it's strategic position on the river, near the edge of the Kingdom of Atlantis. The town has an extensive connection network with the rest of Atlantis, including the Dwarven Kingdom. It's road network and sewer network were all developed by the Atlantean Military. The Walls themselves were formed by the Dwarves in the area using Runic Magic as a sign of friendship with the local population of humans.

Assets

The City has extensive trade connections with the Dwarven Kingdom - in this area mainly dealing with forged bars of different metals that Atlantis uses in the making of utensils, weapons and armor.  This trade network of caravans taking the metals, furs from trapping in the Split Reaches and other goods from the Dwarven Kingdom of Kharazad makes the town a busy trading port in the area.

Ten main Guilds were present at the start of the town, and these ten still hold honorary seats on the town council. However, six of these guilds are currently without a formal guildmaster. Those with an * have a current Guildmaster on the Council.

History

The town was founded with the mutual efforts of the Dwarves, Humans and Guild power exerted by the Thieves Guild and Spellmonger Guilds. The exact reasoning for the town founding is unclear - but many assume it was to safeguard the North Eastern Gap that marked the end of the tamed parts of the Kingdom and the encroaching reach of the slavers from the Orcish lands to the East.

Architecture

The town is made from stone that is put together in a combination of Dwarven and Human architectural forms. The town has developed since its inception to include several markets that ensure that commerce keeps flowing through the town in a continuous fashion.

Geography

Pavia/Pavis is on the banks of the Zola Fel, more commonly called Pavis River. It is positioned so as to take strategic advantage of the river, mountain and coastal trade routes that pass through it.

Natural Resources

Pavis has a strategic location that is the envy of the Atlantean population, but also has direct access to one of the swiftest rivers on the continent as it comes down from the Central Plateau.
