During the height of the Mage Wars, the Zennonaize Confederacy became a smoke filled battleground against the evils of magic. Rivalling only the Kingdom of Galencia in terms of arrests and executions, the Confederacy saw hundreds of mass burnings. Wargun, tucked away in the northeastern edge of the Malpighien Steppes led the Confederacy with its zealous pursuit of magi, with executions at least once a moon, including the dubious distinction of hosting the last public burning.
 
In 615 AC, however, the city paid a steep price for its persecution. One hot @d'Uthar moon Kingsday, during the burning of dozen warlocks and witches, a spark lept form the pyres to a nearby rooftop in southeastern Wargun. The blaze quickly engulfed the small house. The cramped quarters in what was generally a poor area of the city saw the single building explode into an inferno, killing hundreds and razing over a square mile of buildings. It took a cadre of Jendredi priests calling upon their fickle goddess to end the fire in a divine rainstorm.
 
While no one has proof that fire spread via sorcery, locals swear that the shower of sparks from the fire were magically created. This belief has been furthered by the fact that the district is clearly haunted. The Duke had, at the time, organized crews to clear the rubble with an eye on rebuilding, a critical need for a city so short on space. After a dozen mysterious disappearances and deaths amongst the work crew, however, he ordered a halt, despite only a thin ring of work completed. This ring now boasts a shanty town, home to the poorest citizens of the city. These ramshackle huts that barely protect residents from rain and do little to stop the winter winds offer no protection from the mysterious wailing that can be heard from the deeper in the ruins.
 
Few locals of means - including officials and watch - will even venture into the Burned Quarter. No one, even the poor residents of the ring, will spend the night for fear of being consumed by the wrathful spirits of the evil magi that burned.
