An Empire of Zealots and Madmen

These are Space Nazis! They do Eugenics, they have a master race theory, they are the ultimate big bad empire. If you like these guys in any way other than "Oh they're fascinating, they have some interesting characters and cool designs," you need to re-evaluate yourself!
Laran is the empire of the Lati. They are just the international political wing of the Lati.

Structure

This is a Fuedal system. The heads of state is the Impirator but the current one takes a very hands-off approach to ruling, so the governing is left to the Laka Council. The Council seats six, and each one presides over a part of the Empire. The six seats are...

Each seat has its own baked-in power base that remains no matter who's in charge. Aside from the Council power-bases, each major Lati power structure has its own power, armies, and agendas.

The culture of Laran is split between that of the Lati and that of the Lerin

Assets

Laran's combined Lati power bases have a few billion foot soldiers, a few million Lati Inkulli , and an immensly sized fleet. Laran is, without a doubt, a Rift superpower, rivalled only by Achronis.

History

Demography and Population

About 10% of Laran's population are Lati , 30% are slaves, and 60% are Lerin. In terms of species, about 6% of Laran's populace are Makassi, 60% are Humans, 14% are Muratti, and the last 20% are a mix of aliens, most relegated to the slave pens. When split by gender, Laran is 40% male, 40$ female, and 20% the various other genders.

The birth and death rates depend on the planet, as the rare ecumenopolis have incredibly high birth and death rates, while worlds still at a medieval level of technology have incredibly low birth rates, though high death rates.

Military

Laran's military is its most advanced and respected institution, with a large infantry contingent, and a large navy. The Larani Armies Naval Division is home to some of its most distinguished strategists, while the Larani Army itself is home to many of its most honored and respected war heroes, both Lati and Lerin .

Technological Level

Architecture Wise, Laran tends to favor Meso-American temple designs. They use Crysalis for everything from lighting, to information storage, to communication, to cooking, though places used primarily by Lerin, that arent temples to Lati , are left to using anywhere from 9th century to 21st tech, adapted with Crysalis when necessary, again, depending on the planet.

One achievement that Laran has harnessed is Subliminal Coding. Everyone in Laran has had Sumbliminal Coding Implanted into their sub-conscious. The lower-ranking they are, the more layers, and only the Impirator has no implant whatsoever.

Laran is the only known power to be working on chemical weapons, as Achronis sees it as too inhumane to use, and the Spirit Cartel only really fights wars of defense or conquest, so has no wish to gas and glass its own, or soon to be own, planets.
 
Laran's medical technology is one of the main area's where they lag behind. They have yet to develop germ theory, and most of their medical work is done by Adepts and Lati from House of Yolilitzcoatl.

Foreign Relations

Laran's main relations are with Achronis and the Spirit Cartel, the waging constant wars with the former, and staying in a tense but mutually beneficial relationship with the latter. Laran's relations with the smaller powers that populate the rift is one of either forceful or diplomatic annexation.   Diplomacy Diagram not available

Agriculture & Industry

Agriculture is government-run, with most of its production coming from specialized planets. The rest comes from its trade with the Spirit Cartel and taxes from its other worlds. The most advanced part of Laran is its military-industrial complex and agricultural industry, with every other non-essential resource and institution left to its own devices. Depending on the streamway, one might live in a bustling, prosperous world where its citizens have every luxury imaginable, provided they obey the state. Or they could live in a medieval backwater, where all besides the ruling class live in squalor

Trade & Transport

Internal trade is conducted via routes determined by the Laka of Civil Administration, with goods leaving or entering certain areas restricted based on the whims of the Lati in charge. Traders not using the official routes are considered smugglers, and if caught, are penalized anywhere from a small fine to the death penalty, depending on the Lati in charge.

Education

15 years of education is mandatory, from the age of 5 to 20. After that, another two years of military service is required, after which citizens can choose to move on to other professions. In government-run education, propaganda is instilled into the citizens, so they have ultimate loyalty to the Impirator and to Laran. Other tools such as Math, Physics, Chemistry, and other Sciences are taught, as well as reading comprehension and Humanities, though every lesson is skewed to make sure loyalty to Laran is the ultimate result. Weapons usage and repair, as well as some Home Ec, is taught.

Infrastructure

Infrastructure depends on the planet, but at least in space and in Tzaran Streams , Laran maintains it well. Stream Beacons are well maintained, and Space Stations over planets and at crucial Stream junctions are kept top of the line.


Notable Present Day Figures Include...


Janus - A Lati spymaster, they control the internal underbelly of Laran, and near nothing escapes their gaze. They currently hold the title Laka, and oversee Rift Influence.

Kear - Another member of the Laka Council, Kear oversees Laran's Underworld elements.

Cairn - The Laka of Lati Doctrine.

Zhan Zheng - A renowned military commander, Zhan works closely with Arpho to oversee the military aspects of Laran. Zhan is renowned for being one of the only Laka to keep their position for more than a decade, along with Qaser.

Qaser  - Qaser oversees the scientific endeavors of Laran, and is notably one of the only Lati who champions progress in both mystic and technological fields.

Dei'adra  - Dei'adra oversees Civil Administration within Laran, and having only recently come into power, is desperate to prove their worth. In less than a year they have made extremely bold power grabs, earning the respect of some and the enmity of others.

Impirator - The seemingly immortal ruler of Laran

Lanklin - The Admiral of the Seventh Skirmish Fleet, Admiral Lanklin has won many crucial victories, and nearly all of Laran's naval strategies are based on his insights and tactics.

Power Through Conquest

Date & Time


Laran tracks time in years, divided into 12 Months, with 40 Days each, divided into 4 ten day weeks. This is based on an ancient calender used by the Makassi in the ages before spaceflight. The current era, Efir Sidaski (PKR) marks the year when the current Impirator rose to power.
Each day is divided into hours, the number of hours in a day depends on the planet, but along with local time-keeping, Laran also keeps a universal time based around the 27 hour day of Otanli. This is also how timekeeping in regards to months and years works. While a planet might have a shorter year than Otanli, it will still make sure to keep track of its goings-on in both local and universal time.
The Months are named after famous Lati of old, but since most preferred to use long titles, in casual conversation, they are simply called by their number.

Era's are tracked as counting upward, instead of counting down to year 0 then counting up. The first era, or prehistory to spaceflight, isn't recorded, only known in mythic terms. The second era (KRD) went from year 1 to year 576. The third era (TBP) went from year 1 to the year 1523. The fourth era (BKC) went from year 1 to the year 2097. The fourth era (PKR) has gone from year 1 up till now and is expected to continue.

Currency
The official currency is a minted coin known as the Karat, which comes in denominations of 0.50; 1.00; 3.00; 6.00; 12.00; 24.00; 60.00; 120.00. It is made of any material depending on the planet or region of the planet. You can tell where someone is from within the empire based on the form of cash currency they carry.

  Aside from the Karak, there is a government-run banking system, but any and all money in there is at the mercy of emergency expenses and taxes. Technically, all money of all citizens is, but it's a lot easier to hide cash than it is to hide money already in the hands of the government.
Major Exports
Laran exports its military and its forces as mercenaries to smaller powers. This is only done when Laran is seeking to convince those powers that joining the empire is their best option for prosperity and protection, by absolutely curb-stomping the small power's rivals.

Some technology is also exported to the Spirit Cartel as payment for their gifts.
Major Imports
Laran only imports some technological innovations it has yet to develop. This is done near exclusively from the Spirit Cartel, as Achronis would never share anything with Laran, and the smaller powers of the known Rift. The Cartel is smart enough to only give them technology that they don't have the resources to recreate, however.
Legislative Body
The Laka council makes larger policy, and each individual Laka determines policy for their own field, with their own mini council.
Judicial Body
The Judicial Body is covered by the Laka of civil administration. The entire judicial system is covered by what the current Laka and the subordinate they placed in charge of that field's opinions are. It can change from harsh on any alien presence, to progressive at the flip of a dime, or more accurately, at a spurt of blood.

Something to note though, is that the Judicial system used to prosecute someone. Whenever someone has a grievance with someone else, it will usually result in an internal war between the two power bases. Most only use the Judicial System if they are forced to by Laran's internal intelligence and action divisions, as they deemed the conflict too destructive. More often, the Judicial system is used by the government to decide whether or not to seize a Lati's resources in penance for something. Very rarely is the Lati in question informed that this is happening, as the government will appoint someone to argue in the Lati's stead, and this has the expected result. OF course, this minimal courtesy is not granted to Lerin.

The Lati are a caste within Laran. They hold every official command position, with Lerin and SLaves working under them.

Primary Religion

While most in Laran have a favorable view of the cult, the cult is often at odds with Laran's public agenda, as expansionism and allowing other Lati to be worshipped near the same status of the Impirator isn't good for getting converts.

Internal Faction

Laran, and specifically the Laka Council aren't always happy with the amount of autonomy the Gold Viper has, but they value them as an essential service.

One of many State Religions

The Senpadida Siobkun do not always view Laran with a great lens, largely due to the existence, prominence, and popularity of its main rival. Laran, on the other hand, largely adores the Siobkun.

Diplomatic Rivals & Trade Partners

Laran and the Cartel fight much more, as Laran has annoyed many within the Cartel by actually enforcing their laws against the criminal operations of the Cartel. In addition, they tend to steal worlds, either through invasion or defection. The only reason this hasn't spilled into all-out war is Laran's mercenary companies. They tend to support Larani leaning worlds and straight-up annex the Achroni ones, supporting their allies in conflicts with their rivals, exploiting existing conflict for their own benefit.
