Zhan Zheng never took any stance on Cairn joining the Council, and as such was never given much thought. They never worked together until the campaign Cairn had to lead as a sort of initiation to the Council, and after that, Cairn makes sure to stay away from the reserved Lati, though she doesn't antagonize her.
Relationship Reasoning
Zhan Zheng and Cairn have little need to get in each other's way. Cairn provides elite Lati to serve as shock troops and commanders, and she makes sure her archeological forces are protected when they go out on expeditions. They are perfect ambivalent towards one another, and knowing Lati, that's pretty good.

Zhan Zheng and Qaser have a professional relationship, one started before their council positions, largely due to a trade agreement between Zhan Zheng's House and Qaser's, but they never particularly liked one another. During their council meetings, they are cordial, but besides the standard campaigns and trading of sciences, they don't interact much.
Relationship Reasoning
Qaser respects Zhan Zheng's aversion to power grabs and sabotaging her colleagues, but doesn't particularly like them otherwise. The Laka of War on the other hand is completely appalled at Qaser's inability to lead troops, and it sours her opinion of the Laka of Scientific Advancement.

History
The seats of Rift Influence and Military Command contest for those that work together the most, resulting in Janus and Zheng forming a good relationship to do their work better. Over the years they have worked together, the two have become actual friends, to the point where campaigns that Zhan Zheng is personally involved in will often see Legions used only as secret police show up on the front lines.
Relationship Reasoning
Zheng is a very agreeable woman, not particularly caring for Lati politics, wanting to just get their job done. Janus, while not acting as such, does agree with the outlook. Zheng tends to be more pragmatic than Janus, but both work together well.

History
Zhan Zheng has a great respect for Dei'adra, as he served in the armed forces she commands. Dei'adra, while not technically needing to concern himself with the Footmen of the Larani Army, still cares enough to show concern whenever Zheng does something he thinks would harm them. They don't work together often, as the army's ingrained powerbase provides the resources needed for most supply chains, but the few times they have led to them becoming fast friends.
Relationship Reasoning
Zhan Zheng and Dei'adra have similar progressive policies, though, for the former, it's far more due to pragmatism than morality. Either way, Dei'adra appreciates the less xenophobic ideas that his friend promotes.

Zheng and Kaer's relationship began when Kaer joined the Laka Council. They rarely worked together, but preexisting rivalries preventing them from ever truly getting along for naught other than work.
Relationship Reasoning
Zheng is very much done with Kaer's traditionalism and lack of pragmatism but is willing to work with him when their goals are on the line. Kaer holds a great deal of contempt for Zheng's progressive reforms.
