Nefe Jami (Ne Fe Ja MI)

The Spirit Cartel is a loose confederation of states, corporations, and crime syndacites, which work as one large defensive pact. A pact which does not apply to those within it. States and planets are constantly gained and lost, as planets secede and rejoin from Achronis and Laran.

Structure

The Spirit Cartel is the overall name for all the planets, corporations, and crime syndicates that don't want to get absorbed into either of the two major powers. The organizations are divided into classifications, a particular group being labeled based on size, type, and influence. The classifications are near-infinite in how specific they can get, so this will only cover broad strokes. These classifications often overlap, and are mostly used by the Koskijifi to keep track fo everyone they "govern".

: A Tekoma is a larger state within the Spirit Cartels, controlling anywhere from several systems to several Tzaran Stream Branches. Any empire larger than one branch usually gets a coalition formed against it, however, so a Tekoma which is larger than a few systems is rare. That said, Tekoma are still the most numerous of the many members of the Spirit Cartel.

: A Njakoma is a smaller state within the Spirit Cartels, controlling at maximum several star systems, and at a minimum one planet.

: A Nakku is a member state of the Spirit Cartels which has not unified their planet. If they are not recognized as having control over their planet, they are not a Njakoma. Many Cartel states control various pieces of land across many star systems but don't have full control of a planet count as Nakku. This usually occurs through the mess that is aristocratic succession and inheritance.

All of the Above are Geopolitical Classifications. Below are not.

: Pefe is the category used to sort the lands and claims of nobility and aristocracy. These often overlap with many different geopolitical, corporate, and criminal entities, creating complex webs of alliance, allegiance, and loyalty.

: Koskijifi is the classification for criminal enterprise, or more accurately, organizations that are illegal under most nation's laws. The legality of Koskijifi varies state by state, both within and without the Cartels, as laws differ from nation to nation. Despite many of them being illegal in many Cartel member states, most have a great deal of influence, as Koskijifi are the founders and bonding glue of the Spirit Cartels. They exact the tribute or tax require of all members, link them to other nations, and connect them to one another. Most member states are at the mercy of these criminal organizations, so while the laws against many of their operations exist, they are leniently enforced, for fear of upsetting the Koskijifi.

: A Kjenfiho is a corporation, in Cartel terms, a Koskijifi with more legal business and less power in the inner workings of the Cartels.

: A Jukami is any order or organization which is based in the Spirit Cartels, has approval by the majority of Koskijifi, and is not governed by an outside power, thus why Lati and Nameless don't count.

: A Khehtmi is any organized religion that has a presence within the Spirit Cartels. Unlike the Jukami, there is no limit outside that, as such why the Nameless and The Imperial Cult are classified as such, just to name a few. Khehtmi are a curious case in that they have no official political influence within the Cartel and its Under Council, despite having a classification.

A few things to note. The Under Council is the collection of representatives from every major group within the Cartels that creates laws and regulations followed everywhere. They don't actually meet except in times of crisis. Any Geopolitical entity within the Cartels is technically independent, but in reality, is part of this giant dysfunctional mess. The Cartels can be summarized as a giant defensive alliance and trade agreement, the defensive bit only applying to those, not in the Cartel.

Assets

The Spirit Cartels are a diverse group, with disparate interests. If every faction within its borders brought their forces to bear for one common cause, they could easily dominate and conquer everything. Problem is, that would never happen. Some rivalries within the Cartel burn as brightly as those between Laran and Achronis, though not nearly for as long.

History

The Spirit Cartel was an actual crime syndicate that operated in the late Mythric Era, early Barathal era. It was headed by the Karatic family, an aristocratic family from an ecumenopolis. The Cartel expanded to take over the entire planet, and through alliances made with other criminal enterprises, united a large branch of the Tzaran Streams under their rule. It was not official beyond their home planet, but all the governments of the area paid them tribute, in the forms of leaving their criminal operations undisturbed and in favorable tariffs. Both Laran and Achronis took issue with this rising power, not wanting another contender in the Long War, but they were unable to spare the resources to stop the slow and steady rise of the Karatic Family.

This remained especially true after the Battle of Kaseibeiut and the Sacking of Coma Jone, which left both factions depleted, unable to stop the Cartel's annexation and incorporation of several key Streams, namely, the only way past the Korinthian Gulf. This completely prevented the two warring states from leaving the small corner of the known universe, and neither was able to muster enough force to seize the area, allowing the Cartel to consolidate its hold on the region. The Karatic family grew bolder and bolder over the millennia, as the war picked up steam once more. At the end of the BKS era, the reigning head of the Under Council, , declared war on both Achronis and Laran, confident they could defeat them both at once. What Ehu did not expect was the resistance from their own populace, and the collaboration between their own nobles and The Devoted, which led to their assassination, as well as that of anyone who claimed the Karatic name.  

No one has dared to claim the name since, nor have they tried to reign over all the Cartels. As of today, they mostly serve as the primary trade partners for both Achronis and Laran, as there exists no other group large enough to challenge them.

Demography and Population

The one thing that can be said for certain about the population of the Cartel is that Corajyo and Makassi are barely present. Everything else is hard to track as the Cartel is extremely large, and many states keep to themselves.

Depends where in the Cartel one is.

Technological Level

The Spirit Cartells has access to much of the same things that Achronis does, though those aligned with Laran have much better weaponry. That's just an average though, with some worlds being far more advanced, and others being in what is basically a stone age.

Foreign Relations

The Cartel is on tense but friendly terms with both Laran and Achronis, though individual states act as they will. While not officially allowed, many members of the Cartel owe duel loyalty to the Cartel and one fo the two larger powers. This si most common in terms of dual citizenship, but some planets have both a seat on the Under Council, and the Achroni Houses.

Trade & Transport

Most Trade is conducted internally, as the Spirit Cartel is more a confederation masquerading as one state than it is a united empire. With Laran, most of the exports are technology, while importing Larani mercenaries and excess resources, which they rarely have. Achronis has a much more normal trading relationship with the Cartel.

Education

Education varies from member state to member state, so wildly that what is accepted as truth on one planet is seen as conspiracy on another.

Infrastructure

The infrastructure is centered around space stations that facilitate trade. Everything from drug deals to land trades is enacted on these stations. Aside from those, the quality varies wildly, very much depending on the various member states to keep it up and running. The criminal elements will make with whatever, so "policing" and maintenance of space routes and spaceports is left to the owners of said areas.

Currency varies, with different states minting and accepting different currencies. However, there are many  which act as banks, allowing the transfer of currency. In addition, coins made of fine metals are usually accepted, as even if the specific currency is of no value, the material is.

The  are the ones who enforce Under Council mandates, ironic to say the least. Otherwise, the enforcement of laws depends on where in the Cartel one is.

Neighboring Nations

Trading Partner & Diplomatic Rival

Relations between Achronis and the Spirit Cartel are tense, due to border conflict, but with the amount of money that both sides made from trade, conflict can be set aside. In addition, many corporations operate within the borders of both, so conflict would be extra bad for business.

Diplomatic Rivals & Trade Partners

Laran and the Cartel fight much more, as Laran has annoyed many within the Cartel by actually enforcing their laws against the criminal operations of the Cartel. In addition, they tend to steal worlds, either through invasion or defection. The only reason this hasn't spilled into all-out war is Laran's mercenary companies. They tend to support Larani leaning worlds and straight-up annex the Achroni ones, supporting their allies in conflicts with their rivals, exploiting existing conflict for their own benefit.
