Peacekeepers

The Peacekeeper force is an occupying military presence in Teros, maintaining control over the territories seized by Forbin during the War of Salvation. With their headquarters based in Olnath, the Peacekeepers exert authority over the southern and eastern regions of the island. Despite their strength, the Peacekeepers’ hold on Teros is incomplete, with their reach extending only as far as the town of Kerenna to the north. Beyond this line, the occupied territories give way to lands that remain independent, hostile, or untamed.   The Grand Commander Garra Nortis leads the Peacekeepers, coordinating all military strategy and deployments from Olnath. Beneath him, the force is divided into four main regions: Leviathan Bay, Redpeaks, the Frontier Lands, and Teros Minor, each with its own command structure. These regions are each overseen by a regional commander who reports directly to the Grand Commander. These commanders are responsible for managing garrisons, conducting patrols, and addressing any threats within their designated territories.  

 

Command Structure and Deployment

The Peacekeeper presence in Teros is divided into four distinct regions, each with its own chain of command and operational responsibilities. These regions encompass the major settlements and fortifications that ensure Forbin’s authority remains intact.   The deployment of troops is structured to secure key trade routes, monitor potential rebel activity, and respond swiftly to any signs of resistance.  

Leviathan Bay

The Leviathan Bay region is anchored by the city of Olnath and includes the northern and southern shores of Leviathan Bay, along with the towns of Osran Bara and Lespir. This is the core of Forbin’s occupation in Teros and serves as the operational hub for coordinating activities throughout the island.   The Grand Commander, Garra Nortis, directs the entire Peacekeeper presence from Olnath, while the cruel Captain Orran manages day-to-day operations. Olnath hosts the largest garrison in the region, with over 1,200 soldiers stationed within its fortified walls. The Bronze Palace serves as the administrative center for Forbin’s rule, housing both the military headquarters and the offices of the Lord High Governor.   Castle Gennar, perched on the southern shores of Leviathan Bay, maintains a contingent of 400 Peacekeepers under the corrupt Captain Chasrinn, guarding the coastal approaches and ensuring the security of the surrounding lands. Smaller garrisons are stationed at Osran Bara and Lespir, each holding between 200 and 300 soldiers. These forces patrol the surrounding baylands and coastal roads, with regular exercises conducted to keep the troops combat-ready.  

Redpeaks

The Redpeaks region encompasses the rugged mountainous terrain of the Redpeaks and the fertile vales of the Oln and Andras rivers, extending eastward into the Vizrin Highlands. Castle Birishad serves as the command center for this region, overseeing Fort Savarrin, Fort Arvoll, and the town of Andrin.   The young and idealistic Commander Yorshan commands the Peacekeepers in the Redpeaks, directing all activities from Castle Birishad, where 600 Peacekeepers are stationed. His forces are well-adapted to mountain warfare, and he has fortified positions along the key routes through the region.   Fort Savarrin, with a garrison of 300 soldiers, controls the high passes and serves as a deterrent to any forces attempting to move through the Vizrin Highlands.   Fort Arvoll, housing 250 Peacekeepers, secures the Nerin Pass, ensuring the safety of timber shipments and maintaining control over the vital routes leading into the central valleys.  

  The town of Andrin is home to a smaller detachment of 100 soldiers, who focus on securing the logging routes and providing support to the garrisons at Fort Savarrin and Fort Arvoll. The isolated nature of the Redpeaks requires careful coordination and a strong logistical network, making communication and supply lines critical to maintaining Forbin’s hold over the region.  

Frontier Lands

The Frontier Lands cover the central belt of Teros Major, encompassing the arid Natarrine Sands and the rocky Crimson Hills. This region is anchored by the towns of Natarr and Benann.   The ailing Commander Haskar leads the remaining Peacekeeper forces in the Frontier Lands, commanding 400 soldiers at Natarr and 300 soldiers at Benann. The forces in Natarr focus on protecting the trade routes leading into the region, while the garrison at Benann serves as a frontline post, monitoring the Crimson Hills and deterring raids from local warbands.  

  Captain Karrodin leads the Peacekeeper force at the Keep of Benann monitoring mining operations and ensuring trade routes are kept open. A manipulative bully, Karrodin dominates the town's weak and pliable Master, Wenryn Mord.   Castle Elchorr, on the road between Natarr and Benann, is garrisoned only by a small contingent under Captain Thaysis. She has lost control to Maxan Roshar, a mercenary brigand, who has transformed Castle Elchorr into a hub of extortion and smuggling.   In Kerenna, at the northern limits of Peacekeeper control, the cowardly Captain Sholmiss leads a small garrison.  

Teros Minor

Teros Minor, the large island to the southeast of Teros Major, is home to the city of Elinann. The Peacekeeper presence here is concentrated entirely within the city, where a strong garrison of 800 soldiers is stationed.   The charismatic Captain Serrak commands the garrison in Elinann and operates with a level of autonomy not seen in other regions. Due to the island’s separation from the main territories of Teros, the Peacekeeper forces in Teros Minor act as a strategic reserve, capable of deploying reinforcements to other regions if needed. They are also responsible for securing the narrow straits and monitoring naval traffic to prevent smuggling and any attempts by resistance groups to gain a foothold on the island.   Serrak has partnered with the Elinann's Governor, Hashora Belamm to dominate the island's young Prince Niran.  

 

Day-to-Day Operations

The Peacekeepers’ daily operations focus on maintaining order, patrolling key roads and trade routes, and gathering intelligence on any insurgent activities or banditry. The garrisons in cities and large towns such as Elinann and Natarr oversee local security, while those in smaller towns like Lespir and Osran Bara conduct routine patrols in the surrounding countryside. In more contested areas, such as the Frontier Lands, patrols are larger and better equipped, and forces at key outposts like Natarr and Benann are prepared to reinforce smaller garrisons at a moment’s notice.   The Peacekeepers frequently engage in exercises to maintain combat readiness, and small detachments are often sent to reinforce the more vulnerable outposts scattered across the island. The region’s rough terrain, harsh climate, and difficult supply lines mean that these forces must be highly adaptable and capable of operating independently for extended periods.  

Threats and Challenges

The Peacekeepers in Teros face a multitude of threats, ranging from the ever-present banditry and smuggling rings in the Natarrine Sands and Crimson Hills to the growing discontent among the occupied population. Rebel elements, though disorganized, have begun to show signs of greater coordination, particularly in the remote highlands and ruins of northern Teros. Known gathering points for resistance groups include the ruins of Bekkan Dirys and Fort Daxin, while isolated castles along the coast serve as havens for pirates and smugglers.   The fractured command structure and the presence of independent warlords like Mexar Roshar at Castle Elchorr further complicate the Peacekeepers’ efforts to maintain a unified front. In Olnath and Leviathan Bay, corruption and criminal activity undermine the occupation’s grip, fostering resentment among the local population and eroding any hope of peaceful coexistence.   The harsh terrain of Teros also presents its own dangers. The treacherous paths of the Vizrin Highlands, the sweltering heat of the Natarrine Sands, and the rugged coastlines of Leviathan Bay make movement difficult, forcing the Peacekeepers to adapt their strategies and rely on local guides and scouts. Despite these efforts, the occupation remains stretched thin, with each region facing unique challenges that test the Peacekeepers’ ability to maintain control and secure Forbin’s hold on southern Teros.
