Maxan Roshar
Maxan Roshar is a Makkun warlord who resides at Castle Elchorr on the edges of the Natarrine Sands.
While the fortress remains under the nominal control of Forbin's Peacekeepers, it is Roshar who truly rules here. Once in the pay of the Terosian forces, Roshar betrayed his homeland during the War of Salvation, swearing fealty to Forbin in exchange for power and position. This treachery won him the castle, and he now commands a small army of loyal warriors, enforcing his will over the vital route between the sands and the coast.
Roshar has seized upon this position of power, side-lining Captain Thaysis and transforming Castle Elchorr into a hub of extortion and smuggling. Caravans and travellers heading to and from Natarr are forced to pay exorbitant tolls to pass through, while those who refuse often find their goods “confiscated” or their journeys cut short by a gang of armed thugs. Roshar’s thugs control the flow of goods, taking their share of every transaction and ensuring that nothing moves through the sands without his approval.
