"But what about catastrophic runaway ritual?" you think. Let us reassure you, nobody wants this to happen again, and here are the measures we are going to put into place to prevent this:

Ilegal means illegal

A murder is still a murder no matter the means used to commit it & it will still be illegal, with the exception of proven self-defence.
As for soldiers on the battlefield, they are not killing any less for not using rituals—but they are certainly dying more! Giving them the means to defend themselves is the least we can do after conscripting them.

Ritual teaching

Teaching how to conduct ritual safely & their dangers & how to avoid them will prevent most of the reckless practice & the resulting accidents & catastrophes.
Taking the taboo away from them will also take away the atmosphere of defy & outrageous one-upmanship that far too many young people associate with rituals.

Ritual licence

Licences will be required to practice rituals, with different levels corresponding to the dangerousness of the rituals.
The most danger rituals will also have to be registered with the government & will require a military watch to be preasent & ready to intervene at the least sign of the ritual running out of control.
