Guild notice—Guidelines for visiting the Mouth of Garna

Written by Madame Solène de Nivers in the name of the rune guild for the attention of all rune masters in Nélannie.
    In light of the recent complaints His Majesty the king has received concerning the behaviour of visitors to the Mouth of Garna, all guilds have been required to remind their members and all masters in Nélannie of a few guidelines so that you can stop disgracing us.  
 

The town

What
Location: town at the border of the Garna Forest.   Purpose: a base for ingredient procurers & forest guards, the town is charged with taking care of the forest & protecting it from poachers.
Population
Inhabitants: 10,000, but only 4,000 permanent residents.   Jobs: ingredient procurers, forest guards, masters studying the forest, all jobs necessary to support them & ensure the survival of a town.
Buildings for visitors
Several hostelleries & apartments to rent, a hospital, a town hall, equipment renting halls & shops, a library and its study halls, labs to rent.
Important infrastructure
Transportation portals linked to the capital & 3 other major cities for urgent transport, canals for non-urgent transport, a semaphore tower a disposal centre for dangerous substances.
 
 

The complaints

Problems
Unsocial behaviour from visitors associated with heavy drinking (lack of respect, littering, destruction of infrastructure...)   A lot of rudeness & haughty attitude even when sober (insults, complete refusal to follow laws & rules, bringing dangerous lifeforms & substances into town without proper safety measures...)

XD Although no foreigners are allowed near the precious resources of the forest, so all Illéniens are far away :p

I LOVE how you've laid out this public service announcement! The situation must be dire indeed if visitors need to be reminded to pay their tab!   But now I want to know more about the village itself! Why are so many people coming out to this remote location? Why are they so-bad mannered, even on business trips? Is there a tourist destination or rare rock everyone wants to look at?   I love your style and this unique look at how the Mouth of Garna has handled their tourist issues so far. Are there any stories of direct altercations?

Thanks a lot for your comment <3   I only have a tooltip about the Garna Forest for now and no proper article, but it's really the only attraction of the town XD The people who come here do so in order to study the forest or to study something that requires fresh ingredient from there, or in order to gather themselves the ingredients to be used in their magic or to supervise the work of the ingredient procurer they've hired.   This world is full of social inequality with magically powerful people fully believing in "might makes right", so that's why they tend to be very rude. Here the king has decided the forest and by extension the town are too important for those people to be allowed to run wild, so he's making a special effort to enforce the laws.
