Arlos
While Arlos holds a notable armed force, the City state is controlled by religious powers. When a leader dies, a gathering of priests comes together and commune on who should take the new position of Hierophant. They make their choice based on the years the figure has served, the good they have done for the Temples of The Twelve Divines and the people of the city state and, more importantly, if they have performed a miracle. The miracle can be anything from healing a man at death’s door to calling the winds to silence. If they can perform such miracles, they are clearly blessed by the divines. Once the choice is made, sometimes taking days, the Hierophant is crowned.

The military of Arlos consists mostly of willing Lerieras, who have taken up arms in the name of their deities, and a mixture of willing Polis who wish to make a difference and Helot's who have no other choice in the matter.

Legislative Body
All laws, rules and matters of state are debated and brought into rule by a Council of Archiereas and a presiding Hierophant. The Council consists of every Archiereas within the City State territory of Arlos, though they generally only meet as a mass body in moments of extreme need. Otherwise, the Archiereas of the various settlements can fulfill their own base needs.
The Hierophant has ultimate control over the Council, giving deciding votes on matters and swaying the Council where it is needed, given their unique and divine connection to the united twelve deities.

As a religious city state, the day to day dealings of the law are maintained by well armed Lerieras, who also make up the bulk of the military.
