Kadmur
Set between two major city states, with only stone and what the mountain provides as their resources, one would think this City state would be run on proof of strength. But when such hot heads could prevail in any other climate, the people of Kadmur believe in thought and speech over all other. Leaders are chosen from Thinkers, brought together from Archon’s and commoner alike.
When the previous leader dies, or showed a clear case of mental infirmity, they would bring together hopefuls and test their ability to solve puzzles, think strategy and prove their intellectual prowess. Most of all, they had to prove strength and belief of their voice too.
The winner was then chosen by a council of elders, and named Archon Orator (or Anassa Orator if they preferred and were more femininely inclined), their Lord Speaker.

- The Rousia Theatre - A Great theatre that is often used for performances, but also home to the Lorian Bardic College. The Great debates of the Rousia are also taken here.
- The Signos Monument - A Statue dedicated to Oghma, taking the form of a faceless, hooded monk, surrounded by books and scrolls and a floating set of coloured stones. How the Stones remain floating around the statue is a secret known only to the local university.

The Military Forces of Kadmur are made up of willing applicants, that hold no more power than the average citizen (except in matters of lawbearing). In times of war, able bodied citizens will often nominate themselves immediatly to join the military service.
Religion
While the Great Hellanic Pantheon is observed, and has many shrines across Kadmur, the Majority of worship is given to Signos, God of Wisdom, Knowledge and Civilization. The denizens of Kadmur also give a great amount of dedication to Fenganya, Goddess of Magic and the Moon, from the Lesser Hellanic Pantheon, in large part to the natural connection between knowledge and the magical arts.

All Laws, Rules and matters of state are carried out by the Rousia, a council that consists of eight members, under the supervision of the Archon/Archousa Orator. In matters of great importance, the Archon/Archousa Orator will often order that all Archon's - that are not part of the Rousia - to join proceedings. The Rousia meet weekly to discuss matters of import, though this can become more frequent if matters of state require it.
All of the Laws and Rules must first be approved by the Archon/Archousa Orator, who has final say and word on all matters, no matter the importance.

For matters of day to day necessity, trained soldiers do the work of guards, protecting the city and ensuring the law is obeyed. In times of war, Common Polis will often be drafted to take on the role of Frouros (Watchmen).
Lawbreakers will often be dealt with quickly and swiftly, being brought before a Judge. The Judges will often be three impartial elders, chosen from the local priesthood to undertake the laws and punish where necessary.
