Sporete
Once upon a time, the City State of Sporete was an admirable naval force, focusing on the life of fishing and thinking. Being out at sea gave one ample time to think, especially with the solitude of the waves. For this reason, when it came time to choose a new leader, the great thinkers often – thought not always – came from sea faring origins. It was not just important to be able to think strategy and solve puzzles; one to be able to know how to control a ship in a storm, how to feed a people with a poor harvest and so on. A True leader was then chosen by a council of elders, and named Archon Orator, their Lord Speaker.
That was until 1590, well over 600 years after the unification of the City States of Helathen, when the constant creeping of piratical forces, that ate away at the edges of Sporete, finally reached its peak and attacked the city. Despite a brave front being held by the forces rallied by Navarch Orator Eranthis Angelid, they fell all the same, the Navarch Orator descending to the depths on the deck of their ship, the Vathy Pageto.
Between the years of 1590 to 1600, the City State was ruled over by Vasilatis Nirgul Creed, from the deck of their ship, the Sin Keeper. The Definition of crime changed somewhat, and allowed the City State to become a home of criminals. The Archplearchos either bent the knee, took new titles, or were destroyed utterly. To ensure a future, the Vasilatis decreed that a new leader is chosen on the previous’ death, and must be elected by all gathered Archonatis and Plearchos. This came to pass in 1600 when Nirgul Creed was killed by the Ringbreakers. In turn, Violetta Belshire was elected leader, who ruled ten years, before being replaced by her daughter, Calypso Beneviento, who has ruled ever since.
Things could certainly be considered lawless within the City State of Sporete, though some elements of peacekeeping has been maintained; the Sporete Merchant’s Guild is still active, who actively enjoy the increased income from the piratical raids, and a peacekeeping force across the land, in the form of an official sworn in Corsairs, the closest thing they have to a militant force in the lands, protecting the land for their pirate rulers.

Legislative Body
All Laws, Rules and matters of state are carried out by the Council of Archonatis, at least one for each settlement within Sporete. Sporete currently has six Archonatis within the Council.
This council deals with major matters that regard the state, with the Vasilatis having final say. All other matters are dealt with by the leaders of the various towns and cities under Sporete's domain. The Council meets at the shift of the tides, unless in times of utter necessity.

As a militant city state, the day to day dealings of the law are maintained by dedicated Corsairs, which are generally Peiratis on shore leave.
