Evenglow
The quality of light late in the day that falls over the Le Carre Palace, both soft and sharp, golden and silver, earned the Eastern side of Phelandria the moniker Evenglow. The most spectacular example of this phenomenon appears in the Rainbow Gardens, often on a rainy afternoon, when clouds clear just as the sun begins to dip toward the Cliffs of Talbourne. The sharp intensity of colors that explode over the lush greenery one off the most beautiful in Eldoria.
Of course, like most everything on the eastern end of the Roika's Walkway, the Rainbow Gardens sit firmly under the watchful eye of the Empire of Eldoria. Those same Gardens, and everything up-cliff of them, belong to territory fiercely patrolled by the Duke's Lionguard. Further down-cliff, the shelves fall under the auspices of Imperial Navy and whatever Legionnaires they dragoon into service during their state at the Base. Only on the middle shelves, where the ruins of the old city still lie, escapes the imperial gaze.
