Draconian Concord

The Draconian Concord is a code of ethics that all Ancient Dragonkin abide by to prevent any Ancient Dragonkin from causing extensive destruction and appropriation of property and suffering for humankind and their dragonkin companions. It was created after the Draconian War when the Wyrm of Chaos and his allies had destroyed much of the land. It was to instill that Ancient Dragonkin are not and should not be a threat to humankind and their dragonkin companions, and if it were to happen again, there would be consequences for the individual(s) actions. This does, however, exclude killing or causing serious injury to humans and their dragonkin for the reason of self-defense.
While the Wyrm of Chaos was marooned at Frostcrest, a handful of the oldest and surviving Ancient Dragonkin created the Draconian Concord. They then forced the Wyrm of Chaos and all other Ancient Dragonkin to abide by it.
The Concord was actually written in stone in the Ancient Dragonkin language. It currently resides inside Dragonspire, and a paper copy written in English resides in the Dragonguard's headquarters.
Principles of Article 3 are considered grave breaches, and a discussion and vote of the punishment will be carried out by the Ancient Dragonkin, excluding the individual(s) in question.

While the original text resides in Dragonspire and is not easily accessible for any non-flying animal, there is a copy of the document written in human English language that resides in the headquarters of the Dragonguard.

Historical Details

History

After the Wyrm of Chaos was imprisoned at Frostcrest, the Draconian Concord was put into effect by the Ancient Dragonkin of the time. They also presented it to the newly formed Dragonguard Alliance, to instill that Ancient Dragonkin shall not be a threat to humankind and their dragonkin companions.

Public Reaction

The public was widely unconvinced of the Ancient Dragonkin's commitment to carrying out their responsibilities as stipulated in the Concord. Many doubted that they would take strict action against individuals involved in hostilities, fearing that lenient punishments would be issued.

Draconian Concord

Preamble

The undersigned Ancient Dragonkin and Plenipotentiaries of the Dragonguard Alliance on behalf of humankind (the human race) and their dragonkin companions represented at the conference held at <city> on March 25th, 902, for the purpose of establishing an Ancient Dragonkin Code of Ethics or Concord, have agreed to as follows:

Article 1 — Respect, Application, and Accession of the Concord

Principle 1 — Respect

The contracting Parties undertake to respect and to ensure respect of the Concord in all circumstances.

Principle 2 — Application

The Concord shall apply to all cases of Ancient Dragonkin hostility toward the protected parties, with the exception of unprovoked self-defense, or Ancient Dragonkin hostility toward one another with the protected parties as victims of unintentional secondary calamities.

Principle 3 — Accession

From the date of its coming into force, it shall be open to any Dragonkin of the minimum age of 120 years in whose name the present Concord has not been signed, shall accede to this Concord.
It shall be a duty of current Ancient Dragonkin, or in the event of extiction of current Ancient Dragonkin informed of this Concord, the Dragonguard Alliance; to relay this infromation to the aforementioned newly-ancientized dragonkin in effort to inform the individulal to prevent unknowingly accidental breach of the Concord.

Article 2 — Definition of Protected Parties

Parties protected by the Concord are those who, at a given moment and in any manner whatsoever, find themselves, in case of conflict or occupation; are of human origin or, dragonkin origin that have chosen to be assimilated into human society as humankind companions; and are a victim of Ancient Dragonkin hostility which results in hardship and calamities outlined in Article 3.
Aforementioned protected parties are no longed considered protected if unprovoked hostility toward Ancient Dragonkin are conducted.

Article 3 — Non-Ancient Dragonkin Conflicts

In the case of Ancient Dragonkin conflict of any motive and incentive, each protected Party to the conflict shall be bound to apply, as a minimum, the following provisions:
(1) Protected Parties taking no active part in Ancient Dragonkin hostilities, including members of armed forces of human territories or of the Dragonguard Alliance who have laid down their arms and those placed out of action due to injury, sickness, detention, or any other cause; shall in all circumstances be treated humanely without any adverse distinction founded on race, ethnicity, color, faith, sex, birth or wealth, or any other similar criteria.
The following acts are and shall remain prohibited at any time and in any place whatsoever with the resepct to the aforementioned protected parties:
(a) violence to life, in particular, murder of all kinds, and mutilation;
(b) causing great suffering or serious injury to body or health, and torture or inhumane treatment;
(c) taking of hostages;
(d) extensive destruction and appropriation of aforementioned party's property carried out wantonly.
(2) Any aforementioned protected parties wounded or sick as a result of Ancient Dragonkin hostilities shall be collected and cared for.
Ancient Dragonkin may offer services to the protected Parties, it best left to human agencies, such as the Dragonguard Alliance, to offer its services, due to the limited capabilities of the dragonkin race.
Ancient Dragonkin, however, should endeavor to the best of their ability to, at minimum, provide transporation to the nearest humankind populated area, facility, or field operation with the capabilities of treating the wounded and sick.

Article 4 — Conciliation precedure

IN WITNESS WHEREOF the undersigned, having exercised their respective full powers, have signed the present Concord.
DONE at <city> this twenty-fifth day of March 902, in the English and Ancient Dragonkin languages, on paper and stone mediums respectively. The original Concord, written on stone in the Ancient Dragonkin language, shall be deposited in Dragonspire, while a copy for humankind, writen on paper in the English language, shall be depoisted in the archives of the Dragonguard Alliance.

Trivia

The Draconian Creed was inspired by the Draconian Constitution^[1] when Nulcheck randomly found out about it trying to come up with the taxonomic ranks for the different dragonkin families.

The concord was mostly based on the Geneva Conventions^{[2] [3]} and a few Pirate Codes.^[4]
