Gnomish Encampment
Having been established nearly 10 years ago, this encampment has grown against the walls of the city both in terms of size and sophistication. When the Gnomes and Halflings arrived, they thought they were saved, but the deliberate obtuseness of the city completely baffled them, before turning to frustration. They managed to negotiate some concessions from the city, so they have enough water and food supplies to get by, but little else. As such the residents of the encampment have built their own shelters and residences from the remains of their carts and materials, as well as scavenged supplies from out in the Wasteland. Many residents of the encampment are malnourished, fatigued and running out of hope.
The encampment is a labyrinthine sprawl of tents and shacks that anyone not from there would quickly become lost. There are no main throughways or logic to it’s layout, and with the temporary nature of the structures the shape of the encampment can often change at the whims of its inhabitants.
While representatives of the gnomes and halflings can enter the city under guard to address the council, most have never entered the city once. The most interaction they get with the city is visiting patrols of Skirmishers bringing supplies and news from within the city. While some have grown resentful of the city and it’s slow decision making, others are simply grateful for any shelter they can get, remembering how precarious the world outside could be.
The exact number of refugees has never been precisely determined, estimates place their number at somewhere between 5,000-7,000. Gnomes normally operate in small family enclaves so having lived in an enormous caravan for years has warped their society somewhat.
When they found the halflings some hundred years ago, they were huddled in the remains of their society, trying to cultivate crops in grounds that would no longer support them. Finding they had more in common than they would have believed, they decided to join together, sharing their resources, culture and people in the hope of a better future.
The encampment has no formal leadership in place, but experts in various fields are respected, listened to and their opinions carry a tremendous amount of weight.
Most of the occupants of the encampment are simply trying to get by, surviving on the food supplies made available to them as well as the few meager wells that have been provided by the city’s engineers. Children have continued to be born in the encampment, and the Gnomes and Halflings continue to have some hope for a life within the walls looming over them.
