Empire of Duskh
The City of Duskh forms the heart of an empire built from a kingdom. Over the years it has adopted many new tribes and cities, and has founded colonies of its own. Because the kings and chieftains of the greatest tribes and cities are usually invited to take part in the government of the Empire, the Senate is filled with leaders chosen by the locals from all parts of the Empire.
Pronunciation note: The h at the end of Duskh is slightly pronounced. This becomes fully pronounced when referring to a citizen of Duskh -- a Duskhan.
Then Empire is comprised of several major parts:

The Province is, of course, a part of the Duskhan Empire, but that doesn't mean there aren't politics that constantly go on between the two.
Viceroy Julius Swann views the Empire as the valued patron organization that it is, while Emperor Eleanor Duskh warily views Swann as someone whose ambitions are unpredictable.
