The Province is, of course, a part of the Duskhan Empire, but that doesn't mean there aren't politics that constantly go on between the two.
Viceroy Julius Swann views the Empire as the valued patron organization that it is, while Emperor Eleanor Duskh warily views Swann as someone whose ambitions are unpredictable.
