The Imperial Senate

This body makes the laws of the Empire of Duskh. The Emperor may not propose laws for approval directly, though she may petition Senators to do so on behalf of the Empire, with the Emperor speaking as the voice of the Empire. This body is protected by the Senate Guard, a small but elite force tasked with the defense and protection of members of the Senate. It does not answer to military direction, but answers directly to the Senate Security Council.   The Senate is also able to send recommendations of policy to the Emperor, which is usually considered seriously when making important decisions, since a recommendation by the Senate represents the will of the people of the Empire, at least in theory. Sometimes these recommendations are colored by politics and the personal interests of Senators or the Viceroys that sent them, and it is up to the Emperor to untangle any hidden motivations that may guide Senate resolutions or recommendations.   The Senate wields one power that theoretically represents the ultimate power in the Empire -- that of impeachment of the Emperor. If the Emperor is found wanting, and a two-thirds vote of the Senate favors impeachment, then the matter goes to the current Marshal in overall command of the military of the Empire. If he agrees, then the Emperor must step down or be forced to do so by the military, and allow the Senate to select a new Emperor from available candidates.
