The Viceroys

Viceroys are initially chosen by the city or tribal group in whatever manner they are used to, be it by democratic election, oligarchic selection, heredity, or anything else. Then the Emperor either personally approves the choice, or commands the province to select another. Viceroys in turn select someone to serve in the Imperial Senate and take part in the law-making process.
